GENERAL PURPOSE
This position is administrative in nature and provides for the organization, maintenance, and customer service for Toquerville City. SCHEDULE
Monday - Thursday 9am to 4pm. SUPERVISION RECEIVED
Works under the general supervision of the City Treasurer and City Manager. SUPERVISION EXERCISED
None \xe2\x80\x93 this is not a supervisory position. ESSENTIAL FUNCTIONS
Utility Clerk/Customer Service: Organizes and prepares meter reader routes; reviews and enters utility meter readings; tracks water and electrical meters usage; determines that all accounts have current readings; evaluates readings to determine misreads and consumption irregularities; prepares re-read list; runs program to calculate fees for billing; prepares utility bills for mailing; prints billing notices; makes changes to accounts affected by terminations, start-ups, meter status, personal information, deposits, etc. Operates computer to add, update, and maintain changes in utility accounts; assures that current and terminated accounts are properly billed; assures proper billings for services provided to various companies; enters new and shut-off changes on accounts; assigns new account numbers; verifies account information through the public works department. Identifies delinquent accounts, apprises customers of pending actions, develops payment plans, adjusts accounts according to payment agreement; monitors account activity, initiates collections on delinquent accounts; issues late notices; initiates utility connection changes; issues shut off notices and meter removal. Generates various computer reports, and balances (before and after billing); runs delinquent registers; enters work orders, credit or debit memos, and various work batches as needed to update utility accounts; prepares end-of\xe2\x80\x93month updates showing utility accounts and balances; prepares new files. Generates billing and prepares for mailing; monitors utility accounts to check for delinquencies; partial payments or prepayments; mails follow-up notices; calculates termination billings, pro-rates charges based upon established procedures and disconnect dates and issues notice of final billing; issues shut off notices and initiates disconnect or shut off orders. Responds to issues, questions, and problems posed by customers, in person and over the telephone related to utility accounts; provides general information based upon policy and past practice; apprises customers regarding starting and stopping services and requirements. Provides financial information to boards, committees, administrative and executive personnel. General Administrative Support: Answer telephones, greets and gives customer service to the general public, prepares and monitors work orders; receives and receipts utility payments, schedules appointments; plans conferences and training sessions; coordinates travel plans for staff; maintains inventories and orders office supplies and materials, assists all other departments as needed. Composes, types, and edits a variety of correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy, and completeness; receives, stamps, and distributes incoming mail, processes outgoing mail. Provides advanced administrative and technical support to the City Manager and other departments as directed; coordinates and performs certain aspect of special projects on behalf of the top administrative team such as but not limited to organizational, operational, and investigative reviews; prepares professional correspondence and reports on behalf of the top administrative team and City Manager; research city files, documents, archives, and other materials to provide information to the general public and city departments. Performs related duties as required. MINIMUM QUALIFICATIONS 1. Education and Experience: A. Graduation from high school, plus one (1) year of specialized training provided through in-service, professional workshops, technical college, or university studies is preferred. OR An equivalent combination of education and experience. B. Valid Utah Driver License. C. Must be at least 18 years of age and a U.S. Citizen. 2. Knowledge, Skills, and Abilities: Considerable knowledge of modern office practices and procedures; of grammar, spelling, and punctuation; of modern filing systems related to alphabetical and numeric files; personal computer operations and various program applications such as Microsoft Word, Excel, PowerPoint, Outlook, the internet, various office machines, copy/fax machines; telephone etiquette. Working knowledge of administrative procedures; of legal processes associated with the maintenance of public records and documents; interpersonal communication skills, bookkeeping and basic math. Ability to exercise initiative, independent judgment and to act resourcefully under varying conditions; communicate effectively, verbally and in writing; ability to establish and maintain effective working relationship with fellow employees, elected officials, and other agencies of the public; establish and maintain comprehensive records and files. 3. Special Qualifications: Must be able to type 60 wpm. May be required to become a notary public. 4. Work Environment: Employee performs in a typical office setting with appropriate climate controls. Great mental effort is required daily; moderate mental pressure and fatigue exist during a normal workday due to moderate exposure to deadlines; tasks require a variety of physical activates, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing, and seeing. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, leg, and foot dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and some guided problem solving. 5.
