THE POSITION

Reporting directly to the Deputy Director of Administrative Services, who is the Chief Financial Officer, you will have a unique opportunity to be at the forefront of strategic decision-making and financial planning for the City. You will be the driving force behind our accounting services unit, ensuring its seamless functioning and fostering a collaborative and productive work environment. As an Finance Officer, you\'ll take on a vital role in supervising our accounting operations, leading a team of highly skilled professionals, and from time to time, involving yourself in the day-to-day activities of accountants as a working manager. An example of duties are:

Plans, supervises, and oversees the daily operations, functions, and activities of general financial services or accounting operations such as accounting, accounts payable, payroll, accounts receivable, billing and collection, debt, general ledger reporting, and grants.

Performs a wide range of fiscal activities for the City and related agencies, including general accounting, budget preparation, monitoring investments, reporting, reconciliations, and debt management.

Maintains and reconciles a variety of ledgers, reports, and accounting records; examines accounting transactions to ensure accuracy; approves journal vouchers to post transactions to accounting records; performs month-end, quarter-end, and fiscal yearend accounting system processing.

Oversees the preparation of the Annual Comprehensive Financial Report by preparing and analyzing a variety of complex financial reports, statements, schedules, and footnotes; prepares new-year, mid-year, year-end, interim, and ad-hoc reports, including financial reports for special projects and other organizations associated with the City.

Plans, coordinates, and/or assists in preparing a variety of financial reports and data in the preparation of the annual operating and Capital Improvement Program budgets.

MINIMUM QUALIFICATIONS

Possession of a bachelor\'s degree with major coursework in public or business administration, finance, human resources, economics, or a closely related field;

AND

Four (4) years of increasingly responsible professional experience performing public administration, finance, or similar management analytical duties and one (1) year of related supervisory experience;

OR

Two (2) years of experience at a level equivalent to the City\'s Management Analyst class.

Licenses and Certifications

Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

Medical

A variety of plans are offered through CalPERS. The City contributes up to $1,200 per month to active employees, and the employee pays the difference.

Dental and Vision

City-paid for employee and dependents.

Flex Credit

The City shall provide each employee with a flex credit of $1,800 per fiscal year for any benefit covered under the Cafeteria Plan. The flex credit is prorated and paid over 24 benefit pay periods.

Effective 1/1/24, this amount will increase to $3,600 per fiscal year.

Health Coverage Reduction Incentive

Employees who decline health coverage may receive incentive pay of up to $250 per month.

Leave Accruals

Management: up to 80 hours per fiscal year

Sick Leave: 12 days per year

Vacation: 15 days first year, progresses up to 27 days based upon years of service

Holidays: 10 paid holidays per year

Retirement-CalPERS

Classic Members - 2% @ 55

PEPRA Members - 2% @ 62

Deferred Compensation

Rocklin offers optional programs for employee participation - 457 and/or 401(a) plans.

Insurance

Life Insurance and AD&D: City paid $50,000

Long-Term Disability: Coverage is 60% of monthly salary up to $6,000 per month; after a 90-day waiting period (City paid).

Special Instructions

The Finance Officer is an at-will position and serves at the pleasure of the City Manager.
