MINIMUM REQUIREMENTS:

A bachelor\'s degree from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work.

A master\'s degree from an accredited college or university can substitute for one year of the required experience.

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

JOB DUTIES:

In coordination with the director, disseminates, tracks, compiles, reviews and submits legislative bill analyses to internal stakeholders and to external stakeholders through the Agency Bill Analysis Request (ABAR) system. Assists divisions in determining the policy and fiscal impacts of specific legislation on departmental programs. Assists in providing necessary program analyses and other data to substantiate analyses. Coordinates completion of Legislative Actions Plans in order to implement passed legislation.

Coordinates the development and submission of the department\'s Long-Range Program Plan (LRPP). Reviews Governor\'s Office Planning and Budgeting Instructions; develops department training for preparation of the LRPP; assists in conducting training of department employees; reviews and analyzes department LRPP requests; prepares budget amendments to modify existing performance measures; inputs LRPP into the LAS/PBS system; prepares and reviews various LRPP exhibits and schedules including the Unit Cost Summary.

Assists in the preparation, compilation, review and/or development of office documents, including the Legislative Budget Request, budget monitoring tools and materials for training presentations.

Assists the director with analyzing the department\'s programs and processes and making recommendations for improved efficiencies through streamlining, elimination of redundancies, merges or reductions.

Reviews, revises, monitors and reports the department\'s Performance Measures as requested and required.

Serves as back-up for Comprehensive Plan reviews and responses including communications with external state and local entities and internal division and legal staff.

In coordination with the Financial Administrator, prepares the Unit Cost Summary for inclusion in the Legislative Budget Request submission; reviews LBR components as requested prior to submission; assists in the completion of the Technical Review checklist related to LRPP.

Performs other related work as required.
