Pac Arctic LLC, a Koniag Government Services company, is seeking an experienced Support Services- Senior Management Analyst with a Top-Secret clearance to support PAC and our government customer in Arlington, VA.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Providing the transfer of knowledge sharing, so that the organization knows how, information and experience is shared inside and (as appropriate) outside the organization with OIG, the inspected entity, government clients and the public.
  • Promoting knowledge sharing through the organization\'s operational business processes.
  • Strengthening links between knowledge sharing and the information systems and improving integration among agency systems of record to facilitate seamless exchange of information across systems and within ISP.
  • Shares experiences across ISP Divisions, OIG Offices, and networks on innovative approaches in knowledge sharing, including preparation of inspection findings and associated recommendations.
  • Maintains communications on knowledge sharing across the organization, participation in orientation and training sessions, and assists in the preparation of responses to inquiries from Congress or other entities.
  • Develops and delivers knowledge sharing programs and with the OIG\'s information infrastructure.
  • The contractor will specifically assist Inspectors with the organizing of inspections and the associated information and data sharing aspects of an inspection. These specific tasks include assisting Inspectors with the following responsibilities:
  • Planning and organizing information, data, and sources.
  • Conducting the pre-inspection preparation and all pertinent background reviews.
  • Coordinating and conducting interviews with Department, USAGM, and other agency officials to gather information, and reviewing relevant regulations, directives, and policies.
  • Preparing appropriate sections of the inspection work plan and advising government staff of areas of focus, identifying the scope and objectives, and recommending issues that should be examined during the assigned inspection necessary to meet the identified general duties and responsibilities.
  • Informing inspection team leadership of the inspection\'s progress, discussing initial findings and consulting on any issues or unusual problems that may arise. Redirecting, redefining, broadening, or otherwise adjusting inspection activities to ensure proper coverage of problems or issues necessary to meet the identified general duties and responsibilities.
  • Assessing findings and supporting data-the problems that have been identified, their causes, their effect on management and operations-and formulating corrective actions to rectify identified deficiencies.
  • Writing clear and succinct draft reports for inspection team leadership. Ensuring that draft reports include the most important problems and issues along with sound recommendations for improvements.
  • Supporting all findings with evidence in accordance with CIGIE Quality Standards for Inspection and Evaluation and maintaining appropriate records and files.
  • Effectively briefing Department and USAGM officials on inspection findings.
Work Experience, Knowledge, Skills & Abilities:
  • Top Secret clearance
  • Bachelor\'s Degree (or equivalent)
  • 10-12 years or more of experience performing the duties and responsibilities of work utilizing the CIGIE Quality Standards for Inspection and Evaluation.
  • Have at least 2 years of experience applying CIGIE Quality Standards for Inspection and Evaluation and maintaining appropriate records and files.
  • Documented work history that reflects a professional knowledge of the Department\'s and USAGM\'s mission, programs, organizations, structure, trends, procedures, and accomplishments of major programs, and the purpose, background and applications of the basic laws, regulations, and administrative procedures affecting the Department and USAGM.
  • Evidence of the professional knowledge of evaluation and analysis methodology, interview techniques, administrative law, organizational and management theory, and Inspector General functions.
  • Documented evidence of the ability to objectively develop and prepare clear, accurate, concise, logical, and coherent reports which will portray the facts, emphasize the significant details, and substantiate all recommendations made.
  • Skill in making oral and written presentations, selling ideas, negotiating points of view, and resolving conflicts.
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
