QTC is seeking an Businesss Analyst for our Reserve Health Readiness Program III (RHRP-3).

  • Reserve Health Readiness Program \xe2\x80\x93 3 (RHRP-3) provides health readiness support services, such as mental health assessments and post-deployment health reassessments, to the military Reserve Components nationwide and Active Duty Components in remote areas. They deliver services by group events and in-clinic individual appointments and by providing call center support.
The part would you play in this mission:

You will play a critical role in our Reserve Health Readiness Program III operations center\xe2\x80\x99s workflow. This job is responsible for functioning as a liaison between clients and development department to facilitate the effective exchange of information to ensure the delivery of the highest quality software releases to QTC customers.

Essential Duties and Responsibilities:
  • Collaborate with customers and IT group to collect, understand, and document client business requirements and needs
  • Determine the needs of the business unit using techniques such as interviews, data, task, and workflow analysis, and requirements workshops
  • Coordinate site visits to assess operational problems and to determine a strategy for improvement
  • Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs
  • Establish strategies for deliverables for business projects to include process changes, technology changes and customer impact
  • Identify and develop solutions for process improvement
  • Prepare customer specifications for review and approval
  • Effectively communicate activity and project status to management
  • Establish objectives for projects, analyze collected data, and recommend solutions
  • Formulate value-added business solutions and present recommendations to management
  • Create and maintain clear/concise documentation
  • Use reports to analyze and evaluate business data and disseminate to internal and external stakeholders
  • Gather metrics, analyze subcontractor performance, monitor Service Level Agreements (SLA), and develop corrective actions
  • Analyze current reporting processes in Tableau and work with development team to add and/or modify reports
  • Analyze and reengineer processes for tracking and reconciling Veteran claims data
  • Create and maintain program documentation and Standard Operating Procedures (SOP)
  • Clean, restructure, and migrate databases
  • Manage HIPAA compliance protocols
  • Forecast and plan production volume
  • Audit subcontractor data to ensure accuracy
  • Other duties and responsibilities as assigned
Competencies:
  • Superior analytical and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements
  • Ability to manage, prioritize, and successfully execute multiple projects concurrently with minimal supervision
  • Excellent verbal and written communication skills
  • Proficient with Microsoft Share Point and MS Project
  • Possess excellent interpersonal skills
  • Strong organizational and time management skills
Education and/or Experience: (includes certificate & licenses):
  • Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education
  • 2 to 5 years of relevant professional experience
  • PMP Certification a plus
  • Must be able to successfully pass National Agency Check with Inquiries (NACI) background investigation
  • Experience with the Microsoft Tool Suite (Word, Excel, PowerPoint, Visio, Outlook)
  • Advanced knowledge and experience with Excel
  • Exceptional writing and communication skills
  • Understanding of PII/PHI and HIPAA compliance and protocols
Preferred Qualifications:
  • Experience analyzing and evaluating user business problems
  • Experience coordinating with business and technology teams to identify requirements, develop plans to satisfy requirements, and test the solutions.
  • Experience collecting and analyzing metrics from multiple sources
  • Experience reconciling lists of inconsistent data and communicating results to management, stakeholders, and partners
  • Experience with the VA or other Government agency
  • Requirements and root cause analysis
  • Experience with the Atlassian Tool Suite (Jira, Confluence)
  • Understanding of Section 508 compliance
  • Knowledge of the VA Document Conversion Rules (DCR) and Document Type Identification and Date of Receipt Guide (DTIDORG)
  • Experience using Tableau to generate reports
Pay and Benefits:

Pay Range: $63,000 - $77,000

The QTC Management pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
