Description

These positions support multiple court programs in the Court Business Office (CBO) within the Court Services Division (CSD). These positions elicit business requirements, provide expert systems analysis services, and assist with quality assurance for statewide systems that support all levels of Washington courts.


Under the general guidance and direction of a Court Business Supervisor in the Court Services Division, the Business Analyst works closely with many other business and technical staff at AOC and partner agencies, and with judicial officers, county and municipal clerks, court administrators, and other court personnel to elicit and document requirements that support application development, modification, configuration, and testing. These positions work independently under general supervision. Decision-making is carried out according to general guidelines and defined rules/procedures, although some areas require interpretation and/or development of possible approaches.

Duties

  • Plan, schedule and lead the management of requirements for complex solutions.
  • Elicit business requirements from internal and external subject matter experts.
  • Serve as a liaison between stakeholders and technical personnel to ensure that business needs are clearly defined, understood and translated into technical solutions.
  • Translate business requirements into user stories, use cases and acceptance criteria.
  • Develop and maintain requirements documentation.
  • Develop and maintain requirements traceability matrices for requirement management and re-use.
  • Analyze requirements for completeness and testability.
  • Review test results to confirm that test acceptance criteria have been met.
  • Provide consultation to project stakeholders.
  • Conduct intensive, in-depth systems analysis for new or enhancements for small to large and highly complex applications and systems.
  • Carries out analysis, review and interpretation of existing case management system reports, makes recommendations for enhancements of existing reports and creation of new reports to assist the courts.
  • Recommends enhancements to court business processes.
  • Performs research that includes source document and accounting report analyses, business process review, including steps to reproduce results in the process of identifying issues and initiating resolution.

  • Engage with stakeholders to obtain a full understanding of scope, business needs, processes, and expectations to meet objectives.
  • Analyze data for data quality and data reporting purposes.

Qualifications

  • Eight years of information technology experience which includes three years of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.

OR


  • Master\'s degree in computer science, information systems or related technical/business discipline with one year of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.

OR


  • Bachelor\'s degree in computer science, information systems or related technical/business discipline and four years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.

OR


  • Associate\xe2\x80\x99s degree in computer science, information systems or related technical/business discipline and six years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.

  • Relative IT Experience includes systems and software requirements development and management, software or systems development following the software development lifecycle and project management practices.




THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE, EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES


  • Ability to identify and analyze patterns, trends, and root causes in data sets.
  • Ability to understand data schemas, data models, data reporting, and data platforms.
  • Experience using database platforms such as SQL to perform work duties, run reports, create data queries, and analyze data.
  • Clear and effective written and verbal communication skills.
  • High comfort level working with remote communication tools (e.g., Zoom, GoToMeeting, and Microsoft Teams).
  • Excellent interpersonal skills, including patience, diplomacy, and ability to negotiate.
  • Ability to prioritize effectively, demonstrate excellent time management skills, and coordinate with team members.
  • Ability to multi-task and meet urgent deadlines while maintaining regular responsibilities and workload.
