Job Title: Business Analyst

Department: Administration

Reports To: Deputy Operating Officer

Job Type: Full-Time, Regular

General Functions:

The Business Analyst will review, analyze, and evaluate business systems and user needs. This position will manage change within Cook Inlet Tribal Council (CITC), develop communications, and create learning design and development. The Business Analyst will also identify opportunities for improving business processes through information systems, and will assist in analysis and improvement of projects related to data quality/integrity.

Duties and Responsibilities:

  • Meet with clients and stakeholders to understand the project\'s scope and the needs for change management.
  • Champion projects assigned and take the lead on the project charter, assigning appropriate staff and resources, as appropriate. Update project key stakeholders of progress, concerns and propose solutions.
  • Monitor and analyze data across service programs for reporting and identify opportunities for improvement.
  • Create effective communications to foster understanding and to achieve desired project goals.
  • Perform stakeholder and business analysis and readiness assessments to determine where projects stand for change management.
  • Leverage internal and external resources to allow for work across multiple projects.
  • Define and document business functions, workflows, processes, and reporting requirements for software implementation.
  • Assist with drafting and evaluating responses to Requests for Proposals (RFPs).
  • Create and provide reports.
  • Perform related duties as needed and assigned.
  • Job Responsibilities Related to Patient Privacy:
  • The incumbent is expected to protect the privacy of all patient information following CITC\'s privacy policies, procedures, and practices, as required by federal and state law, and following general principles of professionalism as a health care provider
  • The incumbent may access protected health information and other patient information only to the extent that is necessary to complete all assigned job duties. The incumbent may only share such information in their possession with those who need to know specific patient information to meet their job responsibilities related to treatment, payment, or other CITC operations.
  • The incumbent is expected to report, without the threat of retaliation, any concerns regarding CITC\'s policies and procedures on patient privacy and any observed practices in violation of the policy to the designated Privacy Officer.
  • The incumbent is expected to participate in CITC privacy training actively and is required to communicate privacy policy information to coworkers, students, patients, and others following CITC policy.

  • Ability to work effectively in a team environment.

  • Demonstrated knowledge of change management principles, methodologies, and tools.
  • Excellent computer skills, including Word and Excel in a Microsoft Windows environment.
  • Demonstrated experience creating and delivering organizational communications
  • Proven skills in using and writing business correspondence, reports, procedure manuals, user guides, system requirements, entity-relationship diagrams, and other technologies.
  • Skill in researching and analyzing government publications, including laws, regulations, policies, executive orders, plans, memorandums, instructions, and other documents issued for the administration of government programs.
  • Demonstrated ability to work with teams and independently. Working with teams includes technology staff teams, business managers, teams of end-users, and others.
  • Ability to develop and deliver presentations about information systems, including classroom training, executive meetings, and product demonstrations.
  • Ability to read and apply professional guidance found in general business periodicals, professional journals, technical manuals, and security bulletins.
  • Excellent verbal and written communication skills; proper grammar, good vocabulary, spelling, and proofreading skills.
Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills.

Minimum Qualifications:
  • Bachelor\'s Degree in Business, Project Management, Information Systems, or related field. Relevant experience may substitute for the education requirement on a year-for-year basis.
  • Three (3) years of progressively responsible work experience in project management in a technology environment.
  • Demonstrates knowledge of Alaska Native and American Indian culture and community resources.
  • Continued employment is contingent upon completion of a satisfactory state and federal fingerprint background check.
Preferred Qualifications:
  • Master\'s degree in Business, Public Administration, Communications, or a related field.
  • Experience working in a social service organization.
  • Experience with change management and digital technology.
