SUMMARY
Talent Sourcing Specialists working within the Merit System are responsible for developing and executing recruiting strategies designed to attract diverse and qualified applicant pools for a variety of job types and levels. Individuals in this job class work closely with a variety of groups and organizations in order to promote Merit System employment, develop, and distribute marketing and promotional materials, advertise positions, and perform candidate searches. Talent Sourcing Specialists also perform a variety of administrative duties to ensure that recruiting systems such as the Veteran\xe2\x80\x99s Points Program, Employee Referral Program, applicant screening, and succession planning function correctly, and are contributing to the overall efficiency of the recruiting process. Incumbents are occasionally required to work special recruiting events on weekends, and travel up to 30% of the time (including occasional overnight stays). The Talent Sourcing Specialist job class is an individual contributor position with no supervisory responsibilities; however, incumbents frequently interact with internal management and external points of contact in order to effectively recruit employees for their organization.

TYPICAL JOB DUTIES:

  • Develops recruiting strategy by establishing working relationships with jurisdictions, developing goals, identifying resources for recruitment, researching market data and trends, and identifying career events to attend.
  • Executes recruitment strategies by working with groups, organizations, and system employees to promote employment, developing marketing and promotional materials, advertising positions, and performing candidate searches to fill open positions and create employment registers.
  • Travels to career events to promote positions posted with the Merit System.
  • Performs administrative duties to ensure that recruiting systems such as the Veteran\xe2\x80\x99s Points Program, Employee Referral Program, applicant screening, and succession planning function correctly, and are contributing to the overall efficiency of the recruiting process.
  • Participates in the Merit System\xe2\x80\x99s application, employee selection, and new hire orientation process by approving job postings and screening applicants to determine eligibility based on the minimum qualifications set by the Personnel Board and administering Merit System New Hire Orientation training for new hires.


MINIMUM QUALIFICATIONS:

  • Driver\xe2\x80\x99s License.
  • Experience determining and using a variety of recruitment methods (e.g., direct calling, utilizing social and professional networking sites, presenting at career events) to attract a diverse and qualified applicant pool to build a network for sourcing and recruiting candidates.
  • Experience using Microsoft Office Suite or similar software for the purpose of marketing (e.g., creating graphics for flyers, social media postings, recruitment brochures).
  • Experience using Applicant Tracking and/or Management Systems (e.g., WorkDay, ICIMS, PeopleAdmin, BambooHR, TALEO) to create job postings and/or screen employment applications.
  • Experience complying with laws pertaining to non-discriminatory employment practices (e.g., Title VII, Uniform Guidelines, OFCCP Compliance).


PREFERRED QUALIFICATIONS:
  • Experience in a high-volume recruiting environment with a large organization.
  • Human Resources experience in a government organization.


WILLINGNESS STATEMENTS:
  • Willingness to work special recruiting events on weekends, if needed (2-4 times a year).
  • Willingness to travel up to 30%, including occasional overnight stays.
  • Willingness to speak or present in front of groups of people.

CRITICAL KNOWLEDGES:
  • Knowledge of human resources principles and procedures (e.g., personnel recruitment, selection, training, compensation and benefits, and personnel information systems).
  • Knowledge of employment and labor laws governing the employer/employee relationship, the negotiation process, and collective bargaining.
  • Knowledge of modern recruiting practices and current issues within the field/area of recruiting (e.g., social networking, social media, internet search engines, etc.).
  • Knowledge of personnel selection procedures and practices.
  • Knowledge of adverse impact resulting from employment selection processes, including methods of analysis and resulting legal concerns.
  • Knowledge of branding strategies.


WORK ENVIRONMENT:
  • Work is conducted mostly indoors in an office setting, with periodic field visits to external indoor locations.
  • Work involves use of standard office equipment, such as computer, phone, copier, etc.


PHYSICAL DEMANDS:
  • Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods.
  • May involve occasional light lifting of items or objects weighing up to 25 lbs.
