Job Description


Under general supervision, administers user support on City supported computer systems, applications and platforms. Troubleshoots problems and advises on the appropriate action. Plans and directs the development, testing, maintenance, modification, installation and use of operating system software; serves as a systems technical consultant.

Responsible for effective engineering, provisioning, installation/configuration, operation, and maintenance of cellular devices, systems hardware and software and related infrastructure.

This individual is accountable for the following systems: Linux and Windows systems (Desktop and Servers) that support SQL and other Databases, Linux and Windows and Applications, Active Directory and Network Administration, Droid OS, Apple IOS; Responsibilities on these systems include engineering and provisioning, operations and support, maintenance and research and development to ensure continual innovation. Reports to the Director of Information Technology.

Examples of Duties / Knowledge & Skills

Ensures that systems hardware, operating systems, software systems, and related procedures adhere to the organization\'s policies.

Active Directory user account administration.

Google Workspace Enterprise user account administration.

Hardware maintenance, installation administration and configuration.
Setup and configure cellular devices for access to city email and wireless networks.
Provides technical assistance on City IT issues, services, programs, and/or computer hardware and software, etc.
Responds to requests for technical assistance in person, via phone, or electronically.
Diagnoses and resolves technical hardware and software issues.
Researches questions using available information resources and advises user on appropriate action(s).
Follows standard help desk procedures and logs all help desk interactions.
Redirects problems to appropriate resource(s) if necessary.
Identifies and escalates situations requiring urgent attention and tracks and routes problems and requests and document resolutions.
Prepares activity reports.
Stays current with system information, changes and updates.
Operates a variety of equipment and machinery including personal computer, motor vehicle, plotter, scanner, calculator, telephone/VOIP, copy and fax machine, etc.

SYSTEM ADMINISTRATOR ENGINEERING AND PROVISIONING
Install new / rebuild existing servers, desktop systems and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.

Develop and maintain installation and configuration procedures.

Contribute to and maintain system standards.

Research and recommend innovative, and where possible automated approaches for system administration tasks. Identify approaches that best leverage our resources.

OPERATIONS AND SUPPORT
Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups.

Perform regular security monitoring to identify any possible intrusions.

Perform daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary.

Perform regular file archival and purge as necessary.

Create, change, and delete user accounts per request.

Repair and recover from hardware or software failures. Coordinate and communicate with impacted constituencies.

MAINTENANCE
Apply OS patches and upgrades on a regular basis, and upgrade administrative tools and utilities. Configure / add new services as necessary.

Upgrade and configure systems software.

Maintain operational, configuration, or other procedures.

Perform periodic performance reporting to support capacity planning.

Perform ongoing performance tuning, hardware upgrades, and resource optimization as required. Configure CPU, memory, and disk partitions as required.

Maintain data center environmental and monitoring equipment.

COMPLEXITY/PROBLEM SOLVING
Position deals with a variety of problems and sometime has to decide which answer is best. The question/issues are typically clear and requires determination of which answer (from a few choices) is the best.

DISCRETION/LATITUDE/DECISION-MAKING
Decisions normally have a noticeable effect department-wide and company-wide, and judgment errors can typically require one to two weeks to correct or reverse.

COMMUNICATIONS/INTERPERSONAL CONTACTS
Interpret and/or discuss information with others, which involves terminology or concepts not familiar to many people; regularly provide advice and recommend actions involving rather complex issues. May resolve problems within established practices.

Provides occasional guidance, some of which is technical.

WORKING CONDITIONS/PHYSICAL EFFORT
Responsibilities sometimes require working evenings and weekends, sometimes with little advanced notice.

No regular travel required.

Minimum qualifications & Requirements

Bachelor (4-year) degree, with a technical major such as MIS, Computer Engineering or Computer Science and 4 years\' experience with systems and networks administration, 3 years desktop support in a Microsoft environment; or an equivalent combination of education, training and experience equal to 10 years that provides the required knowledge, skills and abilities.

Sound Working Knowledge of Windows Active Directory, Window DFS, Windows 10Pro, 8 Pro, Office 2019 Pro, Microsoft Server 2019, 2022 TCP/IP, LDAP, POP, IMAP, DNS, DHCP, Cisco VPN, Terminal Services, SQL Server, Google Workspace Enterprise, VOIP, cellular and other Linux and Windows desktop and server applications. Mobile Devices; Apple IOS and Droid OS

Advanced knowledge of configuring new desktop and server systems with the following hardware configurations; Software RAID 1, Hardware RAID 1, RAID1+1, RAID 1+5, RAID 0, RAID 6, RAID 10, RAID 50 and RAID 60.

Must possess a valid South Carolina driver\'s license or be able to obtain one.
