Job Description



Duties

The Life Sciences Section Manager provides first-line supervision and systems engineering subject matter expertise for the section. The manager provides supervision for highly technical and professional employees whose work involves research and development, public safety, public health, medical, and regulatory implications. The manager reports to the Protection and Survival Research Branch (AAM-631) manager and coordinates research-related activities with the Aerospace Medical Research Division (AAM-600) program management office staff. Directs budget; project planning and management; staffing; procurements; property management; and equipment and facilities maintenance and updates. The products and services provided by the section directly and significantly impact other functions and activities within the Office of Aerospace Medicine and throughout the FAA. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of the assignments, and the capabilities of employees. Evaluates the work performance of subordinates and gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the section and recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level manager. Effects minor disciplinary measures, such as warning and reprimands, and recommending other action in more serious cases. Identifies developmental and training needs of employees and provides or arranges for needed development and training. Identifies ways to improve production or increase the quality of work directed. Develops and establishes employee performance standards, evaluates employees\xe2\x80\x99 performance, and ensures adherence to performance standards. Where work is contracted out, performs a wide range of technical input and oversight tasks. Analyzes the benefits and costs of accomplishing work in-house versus contracting and recommends whether to contract. Provides technical requirements and descriptions of the work to be accomplished. Plans and establishes work schedules, deadlines, and standards for acceptable work and coordinates and integrates contractor work schedules and processes with work of subordinates or others. Tracks progress and quality of contractor performance and decides on the acceptability, rejection, or correction of work products or services and similar matters affecting payment to the contractor. Primary contacts are with subordinates within the Life Sciences (AAM-631) section; with peer section managers; with branch (AAM-631) and division (AAM-600) managers; with division program management office staff; and with staff of administrative and other support activities within the Civil Aerospace Medical Institute. Contacts are typically informal and occur in person or at the workplace of those contacted, in routine meetings, by telephone, or by other electronic communications modality such as e-mail, video conferencing, etc. Contacts may also be formal and take place in meetings, conferences, briefings, and presentations. The purpose of contacts is to discuss work efforts; to exchange factual information about work operations and personnel matters; to provide training, advice, and guidance to subordinates; to ensure that information provided to outside parties is accurate and consistent; to plan and coordinate the work directed with that of others outside the section; and/or to resolve differences of opinion among managers, employees, contractors, or others. As a researcher, the manager identifies and conceptualizes research needs; plans and conducts experiments and studies; collects, analyzes, manages and documents data, results and findings.

Qualifications


BASIC REQUIREMENT: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor\xe2\x80\x99s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (transcripts required) OR B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board\'s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor\'s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor\xe2\x80\x99s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. AND IN ADDITION TO THE ABOVE BASIC REQUIREMENT: To qualify at the FV-J (FG/GS 14) level, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to the FV-I (FG/GS 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. SPECIALIZED EXPERIENCE includes: Experience in systems engineering principles; systems architecture, framework, and standards; modeling and simulation; test and evaluation; experience with budgeting, procurement, property management, and staffing; experience training, advising, and providing guidance to subordinate researchers; experience collecting, compiling and analyzing data; and experience identifying and recommending solutions for complex/difficult problems. AND QUALITY RANKING FACTOR (QRF): Well Qualified applicants will demonstrate one or more of the following: 1) System Engineering Certifications (DoD DAWIA Certification, and/or INCOSE).
