WHO WE ARE

This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate\'s permanent residence must be in Minnesota or Wisconsin. While the assigned office location is in downtown Minneapolis, the office will be temporarily relocated to downtown St. Paul for 1.5 years to accommodate building renovations at the Minneapolis office location.

The Talent Management team works in partnership with the Council\'s divisions to provide proactive solutions for workforce needs including recruiting, selecting and retaining great employees. How your work would contribute to our organization and the Twin Cities region:

The Senior Talent Acquisition Specialist administers the recruitment and selection process in a timely, customer service-oriented, and cost-effective manner. This position is responsible for the overall recruitment and selection procedure, delivering quality candidates to hiring managers and representing the organization to prospective employees.

The starting salary will be based on the selected candidate\'s experience, skills, and education, as well as internal salary equity, and includes a generous benefits package including eligibility for annual salary increases.

What you would do in this job

  • Manages full cycle recruitment and selection processes within Council policies, procedures and department practices; executes recruitment strategies and identifies recruiting sources that generate a quality applicant pool; and provides guidance to managers regarding recruiting, interviewing, selection and hiring processes within Council policy, bargaining agreements and applicant tracking system
  • Responsible for the design/development of candidate testing/selection
  • Uses strong communication and influencing skills for developing a robust candidate pipeline and advises managers on best practices and techniques
  • Promotes diversity by partnering and advertising vacancies with diverse organizations and monitors Equal Employment Opportunity (EEO) code need for each recruitment
  • Completes salary analysis for new hires, promotions, transfers, etc. and prepares recommendation for review and approval by HR management, hiring department, and hiring manager; extends employment offer to candidate; and coordinates pre-employment background checks, drug screens and physicals
  • Develops and administers valid selection tools
  • Participates in job evaluation processes
  • Assists HR Business Partners with job classification studies
  • Performs other related duties as assigned
What education and experience are required for this job (minimum qualifications)

Any of the following combinations in completed education (degree field of study in Human Resources, Industrial Relations, Public Administration, Business Administration or closely related field) and experience (in full cycle recruitment and selection):
  • High school diploma/GED with eight years of experience
  • Associate degree with six years of experience
  • Bachelor\'s degree with four years of experience
  • Master\'s degree with two years of experience
What additional skills and experience would be helpful in this job (desired qualifications):
  • Experience working in the public sector, government agency, or public education
  • Experience with NeoGov applicant tracking system
  • Experience with PeopleSoft Human Resources Information System
  • Experience with outreach to cross-cultural communities
  • PHR, SPHR, SHRM-CP, SHRM-SCP, or IPMA-HR certification
  • Bilingual
What knowledge, skills and abilities you should have:
  • Knowledge of human resources practices and principles.
  • Knowledge of federal and state laws and regulations pertaining to human resources management.
  • Skilled in HRMS systems, including HRIS, Applicant Tracking, and Onboarding systems for managing human resources processes.
  • Skilled in Microsoft Office applications.
  • Ability to plan, organize and manage work responsibilities.
  • Ability to work independently and manage multiple recruitments simultaneously.
  • Ability to interpret and apply organizational policies and procedures.
  • Ability to communicate clearly and effectively verbally and in writing .
  • Ability to develop effective, collaborative working relationships and gain the confidence and trust of key customers and stakeholders.

What your work environment would be:
You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites. Occasional evening and weekend work.

If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history.
