Overview

Hourly rates within the Classified Bargaining Unit Pay Plan will change effective July 2, 2023. At that time, the starting rate (Step 1) for this job opening will be $30.39 per hour.

The Department of Corrections (DOC), within the Agency of Human Services (AHS), has a unique opportunity for an emerging information management leader to continue to develop an ongoing, sustainable records and information management (RIM) program for the Department; manage requests for Department records and information as the Department\'s Public Records Officer; and work collaboratively with the legal community in providing records for litigation purposes. The position is located at DOC\'s Central Office in Waterbury, Vermont.

Under the general direction of the Department\'s General Counsel and working closely with DOC attorneys, technologists, business managers, and functions-based personnel, as well as the AHS RIM Specialist, but with significant latitude for judgment and discretion within the bounds of statute and Agency policy, you:

  • Analyze, define, implement, and monitor compliance with DOC\'s records and information management strategies, policies, procedures, and tools;
  • Perform administrative and policy development work regarding the security, preservation, maintenance, retention and disposition of DOC records;
  • Direct the assembly and production of records requested under the State of Vermont\'s Access to Public Records Act (PRA), as well as the Federal government\'s Freedom of Information Act (FOIA);
  • Collaborate on cross agency initiatives, including working on projects with the Agency of Digital Services (ADS);
  • Support Department Record Liaisons as the Department Records Officer;
  • And facilitate responses to any request, subpoena, or court order for records or information.
Duties also include providing the Deputy Commissioner or designee with records and information to assist in the supervision of the Correctional Facility Superintendents and Community Corrections District Managers in matters related to DOC\'s records and information management program. As the Department\'s Records Officer, you also sit on the AHS Information Governance Committee; this group meets monthly to address Agency or Department specific records and information management projects and/or needs. Additional duties include paralegal-type duties, such as responding to discovery requests, collaborating with the Director of Legal Education in reviewing and processing materials for facility law terminals, and researching, compiling, and analyzing data for projects.

As a DOC RIM Specialist III, you perform your job duties within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships, and results orientation. You also immediately apply your working knowledge of Generally Accepted Recordkeeping Principles (the "Principles"); records and information creation and use; records appraisal, retention, protection, and disposition; and information technology, including data and systems management.

Employee, general public and offender situations with significant stress and emotional overtones are predictable. Participation as a witness in court through written or oral testimony will be necessary.

Ideal candidates will have experience with correctional services and/or Vermont\'s Public Records Act.

Minimum Qualifications

Master\'s degree or higher in archives, library, or information science or in the broader information management field AND two (2) years or more of professional RIM work at the RIM Specialist II level or equivalent.
OR
Professional designation of (or eligibility for) Certified Records Manager (CRM) or Certified Records Analyst (CRA) by the Institute of Certified Records Managers (ICRM) AND two (2) years or more of professional RIM work at the RIM Specialist II level or equivalent.
