ABOUT THE DIVISION OF PARKING MANAGEMENT:

The seeks a Management & Budget Specialist to join their Finance operations. The vacancy is within the \'s Financial Management Section. The Division of Parking Management manages the operations and maintenance of parking garages and lots within Bethesda, Silver Spring, and Wheaton central business districts.

WHAT YOU\'LL BE DOING

MCDOT seeks a highly motivated and skilled , to lead the development and implementation of the Division\'s operating and capital improvement projects budgets.

Duties include, but are not limited to:

  • Prepare complex six-year cash flow models outlining each enterprise fund\'s revenue, operating, and capital expenditures
  • Prepare and support the implementation of the Division\'s annual operating and CIP budgets
  • Perform budget planning and financial analysis, create and present quarterly financial/budgetary analyses to departmental leaders and staff
  • Manage the detailed fixed assets including the additions, retirements, and transfers within the County
  • Financial management of economic development CIP projects such as the
  • Primary liaison for the initiation and execution of requisitions and purchase orders for the Division with oversight of approximately $26M in the operating budget and $6M in the capital budget
  • Oversee the Divisions purchase card program including review and approval of transactions to ensure compliance with County financial policies
  • Review, evaluate and make recommendations to improve financial and budgetary controls
  • Monitor and report performance compared to budget, projections, and prior year comparisons

Minimum Qualifications

Experience: Three (3) years of professional experience reviewing, analyzing, and monitoring operating and capital budgets, including analysis of and reporting on management issues having budgetary implications.

Education: Graduation from an accredited college or university with a Bachelor\'s Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria

There are NO Preferred Criteria Assessments. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated \xe2\x80\x9cQualified\xe2\x80\x9d, placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a \xe2\x80\x9cTransfer\xe2\x80\x9d candidate and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:
  • Experience in preparing, justifying, and defending detailed and complex operating budgets concerning performance/outcome-based operating and capital budgets.
  • Experience identifying budgetary issues and problems requiring attention, obtaining, and analyzing information through field audits and statistical analyses, preparing reports of findings and recommendations, providing guidance and assistance to Department/Agency heads and managers, and following through on an approved course of action.
  • Experience in completing 6-year cash flow models displaying revenue as well as operating and capital expenses for an enterprise budget.
  • Experience in providing quarterly analysis of actual encumbrances and expenditures against the approved budget for senior management review.
  • Experience in communicating, both orally (such as in meetings with small and large groups), and in writing (such as reports and correspondence), with other government agencies and stakeholders. Experience in budget presentations to a diverse audience to effectively communicate performance results and deviations from targets.
  • Experience in procurement policies and regulations, business processes associated with requisitions, purchase orders, and change orders.
  • Strong technical skills in the areas of Generally Accepted Accounting Principles (GAAP), Enterprise Resource Planning (ERP) System, Advanced Microsoft Excel, Word, Outlook, and PowerPoint.
