Job Description


The Provider Value Stream Strategy & Funding Director will be accountable to align the Provider Value Stream to enterprise and value stream vision and strategy with the necessary funding to meet business objectives. They will ensure the value stream has the appropriate cross portfolio roadmaps, prioritization, and initiative information to inform decision making at the highest levels of the Value Stream.

Key Responsibilities:

Connects the Provider Portfolio to Enterprise Strategy:

Accountable for the tracking and management of the intake of work into the Provider Value Stream

Facilitates creation of Cross Provider Portfolio Epic roadmap, including prioritization, objectives & key results for Portfolio Epics (1-3 years), in alignment with architectural guardrails

Facilitates the 1-to-n prioritization across Provider Portfolio investors for Portfolio Epics with the SPOC and ITSL

Facilitates trade off scenario modeling.

Establish Portfolio Flow

Accountable for the flow of the portfolio Kanban utilizing established WIP limits to

Ensures Portfolio Epics meet exit criteria, including alignment to approved lean business case and ensuring funding is in place.

Partner with key roles to approve initiatives to promote a common understanding.

Adjusts Value Stream Budgets Dynamically \xe2\x80\x93

Schedules and facilitates a regular cadence for re-evaluation of funding needs.

Works with delivery areas to shift teams to support re-allocation of budgets if needed.

Accountable to communicate approved targets and target changes.

Adheres to enterprise and PVS standards for financial reporting.

Accountable for the Program Management Team:

Accountable for the Technology Driven Roadmap for the Provider Technology organization driven through portfolios such as IT Enabling, CIP and organizational technology strategies. Ensures that such efforts are taken through overall prioritization and readiness efforts at the value stream level to enable effective delivery.

Acts as an HR manager to the Technology Portfolio Manager for Provider Technology who is responsible for the Technology Driven Roadmap and readiness efforts.

Establishes role-based performance objectives and expectations for the Program Managers role for Provider Technology.

Identifies and develop talent within the organization to create growth opportunities for employees.

Enables the development of individuals by making resources and time available to support individual growth in alignment with the company mission.

Clears impediments for individuals and teams that they are unable to clear for themselves, escalating when necessary.

Responsible for career development, performance management and pay determination and communication for direct reports.

Qualifications / Experience:

7+ years of experience in a business and/or technology leadership capacity.

Minimum 10 years of health insurance industry experience, with at least 5 years of experience in a role that established a strong understanding of US Commercial and/or Government product offerings and earnings levers.

5+ years agile/and or product development experience

5+ years of HR management experience

Financial acumen

Ability to communicate complex concepts and insights to executive leaders and partners in a relevant and actionable manner.

Ability to take complicated subjects and distill them down to salient points to drive decision making.

Strong influencer and collaborator, working through others, and building relationships within the organization.

Ability to collaborate cross-functionally and on a portfolio level to drive results with a sense of urgency.

Strong ability to build consensus around complex technical and business decisions.

Ability to resolve conflict, striving for win-win outcomes.

Ability to execute with limited information and ambiguity in a highly matrixed organization.

Bachelor\'s or Master\'s Degree in Computer Science, MIS, Business Administration, or other related field, or equivalent work experience, is required.

If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 148,900 - 248,100 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus and long term incentive plan.
