Role Summary

Prepare and manage medical, dental, vision, retiree and onsite health Requests for Proposals (RFPs) for small to medium size Government and Higher Education prospective clients who are out to bid. Respond to questionnaires by obtaining library responses that clearly portray Cigna Healthcare\'s strategy/solution, working with content writers and other matrix areas to obtain more strategic responses, when appropriate. Responsible for setting timetables, deadlines and communicating sales strategy. Ensure the final product is of high quality, depicts Cigna\'s value proposition, resonates with our external clients and meets all client specifications.

Critical Role Components

  • Manage the proposal process, in partnership with Sales and aligned Presale Analyst, from initial proposal receipt to construction of the final proposal and production of the client binders.
  • Respond to client questionnaires, signature forms, and other response documents by providing unique responses that clearly highlight sales strategy, address the client\xe2\x80\x99s key buying criteria and display Cigna\xe2\x80\x99s competitive advantage in the marketplace.
  • Answer the questionnaire, reviewing for tone, flow and accuracy. All responses should be current, correct and complete in a deadline driven environment.
  • Possess a strong and growing understanding of the Government (Public Sector) Segment, including the sales structure and dedicated specialized resources.
  • Understand procurement based proposal requirements, driving proposal development to meet customer requirements, and partnering with Matrix Partners as required.
  • Maintain and demonstrate knowledge of Cigna products, administrative processes and new initiatives as they are introduced to assist Sales and the Proposal teams in the completion of RFP\xe2\x80\x99s.
  • Schedule and facilitate strategy calls for assigned proposals demonstrating product knowledge and understanding of the government procurement process. Provide a prepared agenda prior to the call; add strategic direction during the call and manage post strategy call notes including customer specific issues.
  • Coordinates closely with specialty teams for integrated bids. Ensures consistent messaging across all responses to achieve one Cigna voice, managing communication of critical milestones (e.g., outsourcing, final drafts, etc.) with the sales team.
  • Identify and outsource questions requiring exclusive responses in a timely fashion to the appropriate content writer. Responsible for final customer product, ensuring responsiveness to requirements and articulation of Cigna\'s responses.
  • Effectively manage timeline and negotiate delivery dates with Sales, Content Writers, and Matrix Partners and provide alternative solutions to meet their needs.
  • Provide timely and consistent communication to Sales, matrix partners and Content Writers, both written and verbal.
  • Drive for binders to be as complete as possible. Minimize the activities that Matrix Partners (e.g. Sales) are required to handle prior to delivery to client or broker.
  • Own and ensure the final proposal binder meets the requirements of the government bid, e.g., Table of Contents, layout, legal requirements, scope of services, terms and conditions, procurement requirements, signature forms, etc. and is ready on the day the case is scheduled to ship.
  • Demonstrate strong time management and ability to manage multiple proposals simultaneously, effectively managing proposal development and delivery timelines.
  • Drives for newer, better, and faster ways of completing each questionnaire, seeking opportunities to add consultative value to each RFP.
  • Contributes to ongoing improvements. Regularly and constructively recommends enhancements to the quality of our work and the efficiency of our operation. Participates on project teams to implement change as needed.
Qualifications
  • 1-3 years of RFP proposal experience preferred.
  • Health Insurance and/or PBM background or familiarity preferred.
  • Bachelor\'s degree or equivalent work experience.
  • Clear and concise written and verbal communication skills and high level organizational ability with project management skills.
  • Strong writing skills, including ability to create proposal responses from scratch with minimal or no direction.
  • Individual must be able to demonstrate attention to detail, energetic, collaborative, customer-focused, innovative, results-oriented and solution focused.
  • Must possess strong computing skills, emphasizing on the Microsoft Office suite of programs is required.

For this position, we anticipate offering an hourly rate of 26 - 39 USD / hourly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
