Duties

As a Policy Analyst, GS-0301-9/11/12/13, your typical work assignments may include the following:
  • Oversee and evaluate the regulatory, information policies, and other policy initiatives of one or more government agencies, applying economics, statistics, and risk assessment.
  • Analyzes agency regulations prior to publication to ensure that the regulations adhere to sound analytical principles, and that agencies evaluate the need for, societal costs and benefits of, and alternatives to new regulations.
  • Reviews important research, evaluation and statistical activities of Federal and nongovernmental sectors to identify material relevant to pending public policy issues and suggests improvements in agency databases and analysis necessary to shape informed policy decisions.
  • Coordinates development or evaluation of complex budget, program and legislative proposals; serves as the OMB expert for assigned policy areas.
  • Works with budget examining divisions on selected assignments to enhance budget formulation and execution.
  • Reviews pending and proposed budget actions, legislation and regulations on assigned topics and advises the supervisor of recommended actions. Answers a wide variety of inquiries regarding the potential program effects of such actions.
  • Advises OMB policy and RMO staff on government issues pertaining to financial management policies and reporting, financial information systems, program operations, management accountability, and grants management.
  • Works with Congressional Committees or Committee staffs on financial management or program matters.
  • Develops, reviews, and advises relative to issues in assigned departments or agencies. Writing must be clear, concise, and support decision-making.

**This announcement serves to fill multiple positions across OMB based on need including but not limited to, the Office of Information and Regulatory Affairs (OIRA), the Office of Federal Financial Management (OFFM), the Made in America Office (MIAO) within the Office of the Deputy Director for Management (DDM) and the Management and Operations Division. MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined above to be considered minimally qualified for this position. In order to qualify at the GS-09 grade level, applicants must meet the specialized experience below: One year of specialized experience at the GS-07 grade level or equivalent pay band in the Federal service or equivalent experience in the private/public sector that includes: 1) Identifying problems, gathering relevant data, applying appropriate analytical techniques, and recommending/carrying out solutions; 2) Conducting quantitative analyses to identify techniques and resources which should be brought into analysis of issues being examined; 3) Presenting ideas, conclusions and recommendations persuasively and effectively, both orally and in writing; 4) Flexibility and comfort working in a fast-paced environment with numerous tight deadlines

You may qualify with education as follows: Master\'s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
In order to qualify at the GS-11 grade level, applicants must meet the specialized experience below:
One year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal service or equivalent experience in the private/public sector that includes: 1) Conducting qualitative and quantitative analysis on a wide variety of special projects; often crossing multiple programs, agencies and functional areas; 2) Conducting diverse activities simultaneously and in moving and responding rapidly for varying, often time-pressured, assignments; 3) Communicating technical material and policy implications to agency executives; 4) Facilitating and leading meetings and meeting logistics; including development and coordination of briefing materials and executive summaries.

You may qualify with education as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

In order to qualify at the GS-12 grade level, applicants must meet the specialized experience below:
One year of specialized experience at the GS-11 grade level or equivalent pay band in the Federal service or equivalent experience in the private/public sector that includes assisting in reviewing, analyzing, and evaluating policies, plans, and strategies to ensure compatibility with organizational guidance; participating in efforts to coordinate significant activities and long-range planning related to the organizational mission; providing support in the development of briefings, point papers, and other analytical products to inform and support senior leadership decision making.

In order to qualify at the GS-13 grade level, applicants must meet the specialized experience below:
  • One year of specialized experience at the GS-12 grade level or equivalent pay band in the Federal service or equivalent experience in the private/public sector that includes reviewing, analyzing, and evaluating policies, plans, and strategies to ensure compatibility with organizational guidance; leading efforts to coordinate significant activities and long-range planning related to the organizational mission; developing briefings, point papers, and other analytical products to inform and support senior leadership decision making.
