The Policy Analyst drafts and revises the Department of Economic Security\'s Information Technology (DES IT) administrative policies or procedures; tracks and ensures existing DES IT administrative policies and procedures are current and relevant; and modifies DES IT administrative policies and procedures based on changes to laws, rules, and the needs of DES. Functioning as a significant team member, this position monitors changes in State and Federal legislation, and identifies changes that may have an impact on current DES.

Job Duties:

This position is responsible for:
  • Research, draft, and update DES IT administrative policies and procedures. Gather information and research from various sources, including State and Federal laws, Federal regulations, State administrative rules, stakeholder communities and other governmental entities, and any relevant historical information.
  • Develop and draft DES IT administrative policies and procedures with subject matter experts (SME) and DES Executive Management. Communicate with various entities to gather information; track development of IT policies and procedures; ensure policies and procedures comply with DES policy and procedures, and federal and state law.
  • Assist in developing and maintaining tracking process to ensure all DES IT administrative policies and procedures are reviewed at scheduled intervals. Assess policy and associated forms for accuracy and revise based on new laws, regulations, or Department procedures.
  • Work as team member to monitor any new state and federal legislation or amendments to existing legislation with potential impact on DES IT administrative policies or procedures. Research federal and state legislation, analyze new legislation and determine DES impact.
  • Work as team member with direction from DES Policy Manager to implement new DES IT administrative policies and procedures, including assisting with dissemination of information to DES personnel related to administrative policies, procedure implementation and participating in policy and procedure workgroups.
  • Report status of and changes to administrative policies and procedures to DES Executive Management and DES staff through various formats, such as email exchanges, in person presentation, position papers, comparative analysis, and spreadsheets.

Knowledge of:
  • Principles and practices of research, planning and analysis
  • Concepts of policy development and design
  • State and federal laws, rules, and regulations governing DES programs
  • Database updating and structuring Information technology best practices and industry standards


Skill in:
  • Research and policy analysis; interpersonal workplace relationships
  • Development of policy to meet diverse needs of internal and external stakeholders
  • Written and verbal communication
  • Coordinating and structuring complex concepts into understandable, cohesive, and effective formats
  • Writing professional documents for varied purposes and audiences including information technology users.


Ability to:
  • Communicate complex ideas, and prepare and present information to diverse audiences
  • Accept, organize, and prioritize direction from various points of contact
  • Work cooperatively and effectively as team member
  • Review and provide guidance on policy and procedure development
  • Understand and communicate information technology concepts.

Selective Preference(s):
  • Three years of experience researching, analyzing, coordinating, and writing policy documents for an organization.

Pre-Employment Requirements:
  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

  • In-state travel is required. An acceptable driving record for the last 39 months is required including no DUI, suspensions or revocations and less than 8 points on your license. A copy of your MVR (Motor Vehicle Record) is required at the time of your interview, if an Out of State Driver License was held within the last 39 months. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
