This position is responsible for managing the programs & data analytics for the Public Health Department. This role will be responsible for program evaluation, continuous improvement, measuring, tracking, monitoring, and communicating the County\xe2\x80\x99s efforts towards achieving positive organizational outcomes. This role also serves to inform strategy and promote sound decision making by leveraging process analysis, data, trends, and predictive analytics.

Generally, the hiring range is $57,199-$71,499 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Helps different divisions in the Public Health Department make data driven decisions with regards to effectiveness, efficiency and productivity in alignment with the County\xe2\x80\x99s Mission, Vision, Values and Goals.
  • Partners with different programs to plan and execute Continuous Improvement projects.
  • Partners with Department leadership to implement new/updated business models for and to help make adjustments to ensure workflows and processes work efficiently and effectively.
  • Supports the Executive Leadership and Senior Leadership teams in determining what is most important to measure and, develop the tools to collect, analyze and present results used for data-driven decision making.
  • Works with key County stakeholders and subject matter experts to evaluate areas of opportunity for continuous improvement efforts.
  • Uses reporting software and/or tools to create visual representations and statuses; prepares presentations, charts, tables, reports and other documentation on processes, statistical data and analysis.
  • Serves as the point person for the County\xe2\x80\x99s quarterly Cultural Competency Surveys\xe2\x80\x94 including the creation, administration, data collection and reporting for all County departments participating in the survey.
  • Acts as a departmental resource on questions related to research and methodology.
  • Serves as project manager on special projects as necessary.
  • Performs other related duties and responsibilities as required.
SUPERVISION RECEIVED: This position works under general supervision by the assigned manager.

SUPERVISORY RESPONSIBILITIES: This position does not supervise others. May act as a resource or expert in the program area, providing technical guidance to program staff.

INDEPENDENT JUDGMENT: Works primarily independently with occasional supervision from management. Work is typically self-guided and requires attention to detail, analytical thinking, and initiative. Makes recommendations and works collaboratively with stakeholders.
MINIMUM QUALIFICATIONS:
EDUCATION and/or EXPERIENCE:
  • A bachelor\xe2\x80\x99s degree is required, (Master\xe2\x80\x99s Degree preferred) in management, public health, nursing, business administration, organizational leadership, or related field.
  • Two years\xe2\x80\x99 experience in public health management, quality/performance improvement, strategic planning and/or performance metrics is required.
  • Experience within a government, clinical, or educational environment is preferred.
  • A combination of education and experience may be considered.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge:
  • Knowledge of performance measurement, LEAN Six Sigma principles, performance management, and the day-to-day operations of a regional governmental system.
Skills:
  • Skilled in goal setting and in leading others in achieving defined goals.
    Skilled in problem identification, developing a range of solutions, and deciding on a course of action.
Abilities:
  • Ability to communicate clearly and concisely, both orally and in writing.
    Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
CERTIFICATIONS, LICENSES, & REGISTRATIONS:
  • This position requires successful completion of a criminal background check including fingerprinting through a national database.
  • Professional Qualifications: Certified in Lead Six Sigma or other PI process preferred.
WORK ENVIRONMENT: Physical Work Environment: Work is primarily conducted in a typical office environment with some meetings in other buildings. Requires in-person contact with coworkers and the public.

Physical Demands: Requires sufficient hearing and speech ability to communicate verbally in response to inquiries, complaints, and to speak to groups of people in training situations. Requires the ability to sit and perform administrative and computer work for significant periods of time. Requires the ability to lift and carry objects occasionally up to 15 pounds.

Material and Equipment Directly Used: Computer, cell phone, desk phone, fax/copy machine, and similar office equipment. May operate a county vehicle for work purposes.
