What you will be doing:
The incumbent selected for this position will serve as an Emergency Management Specialist (EMS) 2 for the Disaster Assistance Section in the Public Assistance Branch. In this position, the incumbent will implement and coordinate grant funded disaster recovery programs for both State and Federally declared disasters state wide. They will participate/lead in disaster response and recovery field operations. Additionally, in coordination with disaster response, the incumbent will support the State Emergency Operations Center, handle local community, inter-agency, and governmental emergency communications and requests for assistance. In disaster emergencies, the incumbent of the EMS 2 position will deploy to local communities around the state coordinating the state\'s response as well as support state and local disaster plans and preparedness.

The mission of the Disaster Assistance (DA) Section is to coordinate state and federal actions with local jurisdictions to assist affected communities in responding to, recovering from, and mitigating against major disasters or emergencies declared by the Governor of Alaska or the President of the United States. Through the division\xe2\x80\x99s Public Assistance (public infrastructure) and Individual Assistance (private/property/shelter) programs and activities, the DA Section works to provide supplemental assistance to affected areas and help them recover from a disaster as quickly as possible.

In the case of a disaster or emergency, work may require periodic, 24-hour on-call duty and travel to remote locations in small aircraft, boats, and may involve exposure to inherently hazardous or potentially dangerous environmental conditions.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position\'s work location on base. The background check will include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.

State employees are guests on Joint Base Elmendorf-Richardson; clearance and access is not within the State\'s control.

Special Note: In addition, in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process, a background check investigation, including a criminal records check, will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.
Minimum Qualifications
One year of entry professional level experience mitigating against, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events. The required experience is met by service as an Emergency Management Specialist 1 with the State of Alaska, or the equivalent elsewhere.

OR

Two years of entry professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or coordinating the recovery from such events.

OR

A bachelor\'s degree, in any field, from an accredited college;
AND
One year of entry professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or coordinating the recovery from such events.

Special Note:
A valid Alaska driver\'s license is required.

Some positions require the incumbent to obtain a federal security clearance.

Specific Requirements:
1. Must be willing and able to travel within the state, including very remote areas or out of state on an as needed basis. Transportation can be via commercial airlines (big and small), very small planes, helicopters, boats, snow machines, all-terrain vehicles to remote areas of the state in support of the division\xe2\x80\x99s mission.

2. Must be willing and able to respond to catastrophic disaster emergencies where response is likely to impose more stringent physical and mental requirements such as rapid deployment away from home and family, changed work times (day vs. night) and longer shifts (12 hours or more), working in austere facilities and frequently at tasks very different from day-to-day assignments, and living in sometimes sparse accommodations, similar to outdoor camping and can include: tents, sleeping bags, cabins, gymnasium floors, etc.
