Main purpose of the Payroll/Benefits Manager role:

The Payroll & Benefits Manager will report into the Human Resources Director and will manage the payroll functions and benefits function for multiple payrolls for both a US and UK employee population. This role is for a leader who is able to ensure company compliance with federal, state, and local laws/regulations but also provide general HR support. This is a full-time permanent role for a highly organized candidate who can is highly organized and is able to think critically in a fast-paced work environment.
The Details:
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Payroll

  • Manage bi-weekly full cycle payroll for multiple entities using ADP Workforce Now/e-Time supporting an employee base of 1500+
  • Concisely lead payroll/benefits related communication to the internal/external stakeholders
  • Oversee the review & reconciliation of pre-processing payroll runs which can include collecting time records of hourly employee and assure data accuracy/integrity for each pay period
  • Effectively lead team objectives by evaluating payroll processes and also assist in the training, growth, and management of payroll employees
  • Accurately maintain payroll data such as employee status changes (new hires, terminations, and other changes), direct deposits, garnishments, levies and wage assignments
  • Ensure compliance with multi-state, federal, and UK tax/filing inquiries
  • Manages payroll specific issues by researching and troubleshooting critical errors
  • Lead any SOX related payroll inquires along with non-discretionary bonus communications, calculations, and review of entries
  • Produce Payroll-related reports including the analysis of employee time records, state compliance audits, W-2/1095 forms, tax requirement audits and quarterly/annual tax accounting reports. This includes the ability to determine payroll liabilities by calculating employee/employer federal and state income and social security taxes
  • Manage reports of remitting taxes, tax adjustments, etc.
  • Partner with internal/external team to coordinate the maintenance/troubleshooting of the HRIS and timekeeping system. This includes partnering with the HR analyst to implement best practice for overall success
  • Ensure quality control measures are in place to ensure best-practice operations

  • Complete ad-hoc tasks and assignments as directed by management

Benefits
  • Function as a benefits subject matter expert to internal/external stakeholders
  • Guide associates with benefits-related issues, concerns and questions; provide knowledgeable and accurate assistance regarding all Benefit Programs, i.e., vacations, holidays, medical/dental coverage, life insurance, including benefits administration support as requested or needed
  • Prepare financial statements in regards to benefits reconciliation, etc.
  • Understand and analyze the market to ensure competitiveness in employee benefits
  • Examines benefits and claim data which includes troubleshooting any issues that do arise
  • Conduct claims analysis and contribution modeling
  • Lead the benefits related initiatives including open enrollment
  • Interprets census data and evaluates it for accuracy
  • Manage COBRA, FMLA, ADA, ACA , 5500 filings, and other applicable laws for benefits and leave guidelines and legislation
  • Manage client access to external online portals and act as a representative to outside vendors
  • Manage reconcile benefit invoices for all company benefit offerings
  • Prepare annual 401k compliance testing as well as other yearly compliance reports
  • Complete ad-hoc tasks and assignments as directed by management

  • Must be able recognize the need for new payroll procedures and/or policies and make recommendations
  • Must be able and willing to lift and carry up to 10 lbs., perform frequent repetitive finger, hand and wrist motions, as well as bending, stooping, reaching, squatting, kneeling, pushing, and pulling
  • Must be able to sit for extended periods of time

Minimum Qualifications:
  • Bachelor\xe2\x80\x99s degree in Human resources, or equivalent work experience
  • 7-9+ years of progressive experience
  • 3-4+ years of previous high volume (800+ employees) payroll administrative experience
  • 2-3+ years of administering HR processes and procedures
  • Strong experience with Microsoft Office and Google products
  • Experience with multi-state payroll
  • Experience with Workforce Now ADP e-Time payroll

Preferred Qualifications:

  • Bilingual English & Spanish
  • Specialized training in employment law, payroll law, benefits law,
  • Society for Human Resource Management certification (SHRM-CP) preferred, not required

This takes into account the wide range of factors that are considered in making compensation decisions; including but not limited to business or organizational needs, skill sets, experience and training, licensure, and certifications. A reasonable estimate of the current base salary range is $85,000 per year to $95,000 per year.
