THE POSITION

Ideal Candidate Statement

The Department of Public Works, Parking Services Division, is seeking Parking Enforcement Officers with the ability to conduct themselves in a professional manner as a representative of the City of Sacramento. They must have strong customer services skills and experience working with the public. In addition, they are required to possess proficiency in communication due to regular interactions with other sections and departments within the City of Sacramento.

The ideal candidate will be adept in writing and the ability to issue parking citations, respond to complaints and inquiries, perform investigate and field work involving the enforcement of appropriate codes, laws, and regulations. This position will require reporting to work on weekends, holidays and evening shifts, at times in inclement weather conditions. The ability to work independently and attention to public safety is a must.

DEFINITION

To perform office, investigative and field work involving the enforcement of appropriate codes, laws, regulations and validation programs pertaining to on-street and off-street parking within the City of Sacramento. Writes and issues parking citations, responds to complaints and inquiries. This is a non peace-officer classification that does not carry a firearm or weapon.

SPECIAL NOTE: all parking enforcement vehicles will be outfitted with global positioning devices.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by a Parking Enforcement Supervisor or higher level supervisory/management staff in the Department of Transportation. This classification does not directly supervise, but may train other staff if necessary.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Patrol an assigned route of city streets and parking lot facilities to identify and cite vehicles in violation of parking codes/utilizing a three-wheel motorized vehicle, automobile, bicycle, or on foot.
- Perform field investigations for parking citation reviews.
- Respond to parking complaints and inquiries regarding enforcement and control activities.
- Investigate, respond to and enforce disabled parking placard provisions and issue misdemeanor citations.
- Immobilize vehicles when authorized by the placement of a device on the wheel of the vehicle.
- Identify and cite vehicles in violation of preferential parking regulations.
- Identify and cite vehicles in violation of parking regulations.
- Report traffic accidents, abandoned vehicles, hazardous vehicles and traffic hazards encountered in the course of work.
- Provide information to the public regarding location of streets, buildings, parking lot facilities and other points of interest.
- Attend neighborhood association community and business meetings.
- Confer and coordinate with other agencies and City Departments on the investigation and disposition of parking code violations.
- Direct traffic as needed.
- Maintain assigned equipment and supplies such as citation books, tire-marking chalk, including arranging for repair and routine maintenance of assigned vehicles.
- Operate an on-board license plate recognition camera system; perform minor maintenance.
- Operate an electronic ticket writing system.
- Operate a department issued personal digital assistant (PDA) device.
- Operate a two-way radio and maintain close communications with dispatching personnel.
- Complete forms and reports as necessary.
- Maintain records and secure confidential documents.
- Produce computer generated reports and other correspondence as necessary.
- Train coworkers in area of responsibility as needed.
- Appear for administrative hearings or court trials; give testimony as necessary.
- Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.

QUALIFICATIONS

Knowledge of:

- City policies related to the violation enforcement code.
- City street and address system.
- Basic skills in public contact.

Skill in:

-Effective verbal and written communication in the English language.

Ability to:

- Learn, understand, interpret and enforce appropriate City and State parking and vehicle codes, laws and regulations.
- Observe situations; record and recall pertinent details.
- Learn and operate personal computers and applicable software programs.
- Learn the functions of, and operate a two-way radio, on board license plate recognition system, electronic ticket writing system, PDA device.
- Identify and report parking and traffic problems encountered in the course of work.
- Learn technical aspects of the job.
- Establish and maintain effective working relationships with the public, law enforcement personnel, and other parking enforcement personnel.
- Maintain routine records and logs.
- Perform assigned duties with significant independence.

Experience and Education

High School Diploma or GED.

-AND-

One year of experience involving public contact and independent decisions.

SPECIAL QUALIFICATIONS

Driver License:

Possession of a valid California Class C Driver License at the time of appointment. Loss of the Class C License is cause for discipline. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

Penal Code Course:

Successful completion of a Penal Code (PC) 832 Arrest, Search and Seizure course during the probationary period is required.

Work Conditions:

Must be able to work varied shifts, including weekends, nights and holidays.

Environmental Conditions:

Work is performed outdoors in all weather conditions.

Physical Conditions:

Must be able to visually observe details up close, or at a distance; read, sit or walk for an extended period of time, enter/exit vehicles frequently. Must have finger dexterity/grasping ability to operate issued equipment/devices, or a computer.

Probationary Period:

Must complete six (6) months of probation at a satisfactory performance level to gain permanent status.

2. Training and Experience Exam: (Weighted 100%) - The questions located at the end of the application are the Training and Experience (T&E) Exam.Responses to the T&E questions will be rated and scored. This exam will evaluate the relevance, level, and progression of a candidate\'s education, training and experience. The exam score will determine your ranking on the eligible list for this job. 3. Eligibility: Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate\'s eligibility expires one year from the date of notification of a passing score for the Parking Enforcement Officer examination.

4. Screening Committee: (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.

5.Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass LiveScan/fingerprinting; and provide proof of receiving a complete COVID-19 vaccination. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
