Note: Hybrid office/telecommute is negotiable. Frequent travel is required April-June as part of the job is to prepare for, attend, conduct, or observe trainings.

In this role you will serve as the statewide administrator of Washington\'s Marine Law Enforcement (MLE) program. We are looking for an experienced Law Enforcement/or Marine Law Enforcement professional who is well versed in Washington\xe2\x80\x99s Marine regulations. We want someone who is passionate about boating safety. Who is proactive, self-motivated, and adaptable. Someone that\xe2\x80\x99s flexible and can adjust to shifting priorities while meeting high priority deadlines. Duties
This position reports to the Boating Program Manager and is responsible for ensuring that local law enforcement agencies have access to marine law enforcement training, technical support, funding and recognition in their pursuit of law enforcement activities that support the State Parks\' mission of ensuring that recreational boating in Washington State is a safe and enjoyable past time.

Duties include, but are not limited to:

  • Marine Law Enforcement Grant Administration:
    • Acts as the administrator for vessel registration fees that are allocated to eligible local agencies with a marine law enforcement program per RCW 88.02.650 and WAC 352-65.
    • Establishes Interagency Agreements with local jurisdictions who meet the requirements to become approved marine law enforcement programs and monitors the performance of agencies.
    • Conducts periodic financial and performance audits of local marine law enforcement programs receiving state Vessel Registration Fees.
    • Administers a federal grant opportunity for local marine law enforcement programs to help them meet agency and federal goals and objectives.
  • Marine Law Enforcement Data Management & Reporting:
    • Supervises a Program Specialist 3 responsible for the statewide boating accident reporting system.
    • Develops an annual budget and monitors marine law enforcement program expenditures against allotments in the areas of responsibility.
    • Prepares reports, makes presentations, corresponds, and consults with marine law enforcement organizations. Represents the agency on marine law enforcement related boards and committees.
  • Marine Law Enforcement Training Coordination:
    • Serves as the expert in boating safety law enforcement to federal, state, and local law enforcement agencies in this state.
    • Provides for the design, development, coordination, and implementation of marine law enforcement training programs.
    • Act as the project manager for contracts as needed for facilities, classrooms, instructors, vessels, training areas etc., and coordinates an annual marine law enforcement educational conference.

Qualifications
REQUIRED QUALIFICATIONS:
  • A Bachelor\'s degree AND two (2) years of law enforcement or marine law enforcement experience.
  • A valid unrestricted (except for corrective lenses) driver\'s license.
  • Technical knowledge of marine equipment, boat handling theory.
  • Proficiency in using Microsoft Word, Excel, Outlook, and PowerPoint.
DESIRED QUALIFICATIONS:
  • Experience developing training as an instructor.
  • Experience acting as a lead or support instructor for law enforcement training
  • Marine law enforcement training and /or experience.
  • Budget management experience.
  • Program management experience.
  • License or certification issued for advanced boat training.
  • WA State Boater Education Card.
  • Grant and Contract administration experience.
  • Experience acting as an instructor of specialized boating or related skills such as motorboat operation, white water rescue, drift boat handling, kayaking, canoeing, use of stand-up paddle boards, personal watercraft etc.
  • Proficiency managing multiple projects efficiently using prudent time management and deliberate prioritization.
DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Working knowledge of Washington State Boating Laws-this is normally gained by 2 years of professional boating operations.
  • Knowledge of WA State contracting policies and regulations.
  • Working knowledge of sheriff and police agency structures.
WORKING CONDITIONS:
The majority of work is completed in an indoor cubicle office setting; however, the incumbent must be able to work outside on boats in inclement weather with unstable footing and possible slippery surfaces. The employee may operate equipment (such as boats or vehicles hauling boat trailers) and 4-wheel drive vehicles with manual or automatic transmissions.
