The Department of Revenue\'s (DOR) Property Tax Division has a unique opportunity for a Property and Acquisition Specialist 5 (PAS-5) within its Exemptions & Deferrals Program. As a part of the team, you will provide technical expertise and advice for property tax deferrals, senior citizen/disabled person exemptions, and property tax assistance program for widows or widowers of qualified veterans.

Duties
As the Specialist & Lead Worker (PAS-5), your primary duty is to provide technical expertise in the statewide administration of the deferral program and oversight of the senior/disabled person exemption program. In addition, this position acts as an advisor to the Property Tax Division and provides training, consultation, and presentations to county assessors and other stakeholders while leading a small but effective team.

Here\'s some more of what you\'ll do:

  • Examine, research, interpret, and advise on complex tax law.
  • Develop and coordinate internal procedures and processes.
  • Review and approve deferral applications, incoming payments, EFT distributions, perform monthly account reconciliations, respond to customer inquiries, complete database management and related tasks.
  • Serve as a backup to the Nonprofit Lead/Specialist.
  • Provide written analysis of current laws and rules and/or proposed legislation concerning property tax relief programs for individuals.
  • Maintain and update program manuals and training materials.

Telework: In this position, you will have the option to work from home, however statewide training requires the incumbent to be willing to travel occasionally, with travel to Tumwater as necessary.
Qualifications
Here\'s one way how to qualify:

Five (5) years or more professional experience in any of the following:
  • Providing technical expertise on federal, state, or local programs.
  • Auditing and/or accounting.
  • Federal or state income tax preparation.
  • A related field such as sales or business tax preparation, financial planning, or property management.

Your professional experience outlined above must also include one or more of the following:
  • Proficiency analyzing legal documents to determine the legal ownership of property.
  • Proficient with research techniques using online resources and data.
  • Auditing financial records.
OR

Two (2) years of qualifying professional experience acquired in federal, city, county, and/or state government.

A successful candidate must also possess:
  • Proficient with Microsoft products such as Excel and Word.
  • Ability to communicate clearly and effectively, both verbally and in writing. Demonstrate openness and receptivity to giving and receiving information. Explain complex concepts using plain language so others can readily understand and grasp.
  • Be able to plan, organize, and prioritize workloads. Devote adequate time and attention to individual assignments. Remain focused on tasks, working efficiently and handling interruptions appropriately.
  • Be able to work both individually and as part of a team. Work cooperatively with others, be approachable, and contribute to group solutions through constructive feedback, ideas, and suggestions. Facilitate the open exchange of ideas and information.
