THIS IS AN OPS POSITION.

The Agency for Persons with Disabilities works in partnership with local communities to support people with developmental disabilities in living, learning, and working in their communities. APD provides critical services and supports for customers with developmental disabilities to reach their full potential. The Agency serves people with spina bifida, autism, Down syndrome, children ages 3-5 at high risk of developmental disabilities, cerebral palsy, Prader-Willi syndrome, Phelan-McDermid syndrome, and intellectual disabilities. There is no charge or co-payment for services provided through the Agency.

The State of Florida participates in the VALIC National Plan for OPS employees. The VALIC National Plan includes two tax-qualified, defined-contribution retirement investment plans. Approved by the Internal Revenue Service (IRS) and offered by VALIC, Inc. (VALIC), the Plan is divided into two parts: the FICA Alternative Plan and the Special Pay Plan.

REQUIREMENTS:

DUTIES:

Employees of the Agency for Persons with Disabilities are required to demonstrate total commitment to outstanding customer service. This includes, but is not limited to, always acting in a responsive, professional, courteous manner with the employees, customers and public we serve at all times.

The primary function of this position is to conduct on-site surveys of APD licensed residential and non-residential settings (ADT programs) to ensure compliance to the Centers for Medicare and Medicaid Services (CMS) requirements. The duties to be performed consist of, but not limited to:

Conduct onsite monitoring of APD licensed residential facilities and non-residential settings (i.e., Adult Day Training programs) located within the region. Reviews and determines provider compliance to the community setting requirements specified by the CMS.

Reviews to be conducted will require flexibility in scheduling for evenings and weekends for residential settings to be assessed when individuals are home from their day programs.

Length of time per survey will vary based upon the number of facility settings to be assessed in one location and the number of individuals served. Conduct monitoring based upon established survey protocol.

Conduct interviews of individuals served within residential settings and non-residential settings (i.e., Adult Day Training programs) to verify person centered plans are in place that ensure rights, dignity, choice, and community integration.

Complete written survey reports to summarize the findings of providers\' compliance to the CMS Rule requirements, including the identification of deficiencies to be remediated.

Coordinate with providers the completion of plans of remediation/correction and provide technical assistance for providers to come into compliance to the CMS rule.

Conduct annual validation surveys of ADT providers to ensure they continue to meet the CMS Rule requirements.

Conduct heightened scrutiny reviews of settings that appears to meet the definition of presumptive institutional and report findings to APD executive management.

Conduct follow-up surveys to ensure providers complete their plans of remediation within established time frames.

Conduct survey reviews of new residential and ADT providers identified by the regions that require heightened scrutiny to ensure they are in compliance to the CMS Rule before rendering services through the HCBS Waiver

Coordinate meetings with APD executive management at State Office to determine actions to be taken (i.e., termination or Department of Health and Human Services (DHHS) exception request).

Participate with APD and AHCA executive management in the reviews of public comments on settings identified as presumptive institutions and to provide recommendations as deemed appropriate on issues presented.

When applicable, facilitate and monitor with regions the termination of provider settings that do not comply with the CMS Rule.

Ensures APD Regional Offices, in collaboration with the individuals\' Waiver Support Coordinators, assist affected individuals to locate alternative providers.

Provides State Office status reports of settings to be terminated and of individuals\' transition to alternative providers.

Participate in all training and technical assistance conference calls from State Office.

Performs other work-related duties as needed.

Knowledge, Skills, and Abilities:

  • Knowledge of Developmental Disabilities or Mental Illness, or the principles and practices of one of the allied health field principles or one of the rehabilitative sciences.
  • Must have reliable transportation to travel to residential (group homes) and non-residential settings (ADTs) in Miami Dade and/or Monroe Counties.
  • Must have knowledge and proficient use of Microsoft applications and other required computer software applications.
  • Must have the ability to communicate orally and in writing, information and ideas clearly, concisely and effectively.
  • Must have the ability to establish, organize and maintain files.
  • Must have the ability of reading and interpreting applicable laws, rules, and regulations.
  • Must have the ability to write evaluations and/or reports.
  • Must have the ability to plan, organize and coordinate work assignments.
  • Must have the ability to establish and maintain effective working relationships with others.
BACKGROUND SCREENING REQUIREMENT:

It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
