About the Position:

The Chief of Human Capital Management and Organizational Development is responsible for developing and executing human resource strategy in support of the overall strategic direction of the organization, specifically in the areas of, talent acquisition and management, change management, organizational and performance management, training and development, labor and employee relations. The Chief of Human Capital Management and Organizational Development provides strategic leadership by articulating Human Resource needs and plans to the executive leadership team. This position works in close collaboration with the Montgomery County Office of Human Resources, Office of Labor Relations, Office of the County Attorney and Office of Risk Management.

The Chief of Human Capital Management and Organizational Development reports the Director of the Montgomery County Department of Health and Human Services and serves as a critical member of the Department\'s senior leadership team.

Duties and Responsibilities:

Strategic Recruitment and Onboarding

  • Craft and implement talent acquisition strategies to build strong pipelines for future hiring needs.
  • Develop/implement effective succession strategies to ensure effective that critical Department leadership positions.
  • Continue to develop and revise the Department\'s onboarding and retention strategies.
Change Management and Communication
  • Engage effective and ongoing communication providing managers and supervisors with tools and information to effectively management their respective teams\'.
  • Develop and implement processes that ensure review and revision of policies, protocols, practices and procedures are current and support the Department\'s strategic direction.
Organizational and Performance Management
  • Serve as a strategic business advisor to the executive management team and senior management around key organization or management issues.
  • Develop and implement employee focused strategies organizational culture that supports intra-organization teamwork and collaboration.
  • Ensure the effective implementation of the County\'s Workforce Performance protocols.
Training and Development
  • Develop and implement programs that address the Department training needs, aligns with organizational goals, and enhances employee skills.
  • Ensure that Department managers and supervisors receive training on basic supervisory requirements, including (but not limited to) recruitment and selection, performance management, worker\'s compensation, FMLA, etc.
Labor and Employee Relations
  • Guide and coach the Department\'s managers and supervisors on matters related to labor and employee relations.
  • Proactively identify employee and labor relations trends and develop training and coaching opportunities to address issues.

Minimum Qualifications

Minimum Qualifications:

Experience: Seven years of progressively responsible professional experience in Human Capital Management and Organizational Change Management in a large, complex organization, three years of which were in a supervisory or executive capacity.

Note: The term \xe2\x80\x9cexecutive\xe2\x80\x9d is further defined as a high echelon or high-level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).

Education: Graduation from an accredited college or university with a Bachelor\'s Degree.

Equivalency: An equivalent combination of education and experience may be substituted. Note: Based upon legislative requirements, some positions may be subject to different minimum qualifications.

License: Possession of a valid Class "C" (or equivalent) driver\'s license from the applicant\'s state of residence when required for job-related duties.

The selected candidate will be required to successfully complete a medical history review prior to appointment.

Preference for interviews will be given to applicants with education and experience in the following: * Master\'s Degree in Human Resource Management, Labor Relations and/or Organizational Development.
  • SHRM - Senior Certificated Professional.
  • Prosci Certified Change Practitioner.
  • Human Capital Management or Change Management experience in a local government setting.
  • Human Capital Management or Change Management experience in a local public health or human services agency.
  • Experience serving as an internal executive-level HR consultant.
  • Experience as an executive coach.
