ROLES & RESPONSIBILITIES:

Montgomery County Government is seeking a highly qualified individual for the position of Division Chief in the Department of General Services (DGS), Division of Central Services. This individual will be responsible for performance management for the department. We are seeking an individual with superior written and verbal communication skills. The incumbent will represent the Department at meetings with elected officials, boards, commissions, and community groups. This individual will support and lead emergency response financial support and management and will advise executive officials on best practices on Montgomery County General Services. The incumbent in this position will apply significant customer service focus, recognizing that the Division\'s mission is to help its customers achieve successful outcomes.

PROGRAM OVERVIEW:

The Division be responsible for the management of the DGS budget and financials, management implementation of the Americans with Disabilities Act (ADA); Information technology; human resources, management, printing, mail services, and record archiving sections. This dynamic individual will lead the division that ensures that the department provides a cohesive face to the County at large.

DUTIES:

It is expected that the ideal candidate possess experience commensurate with the following duties, which will include:

  • Directing a diverse workforce in a union/non-union environment in which the staff consists of skilled and unskilled trades, professional and nonprofessional staff. As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.
  • Providing direct supervision to a team of Management chiefs; Management and Budget Specialists, Human Resource Program Managers; and Departmental IT leadership.
  • Management of the Americans with Disability Act to support the planning, and executing of renovation projects, taking into consideration Federal, State, and local laws.
  • Experience working with ORACLE and other computer-based work order systems and applications. Planning, preparing and managing the Department\'s operating and capital improvement program (CIP) budgets
  • Developing, implementing and leading organizational change while ensuring performance measures are attained and services are provided.

Minimum Qualifications

Experience: Budget administration; years of which were in a supervisory or executive capacity. Note: The term "executive" is further defined as a high-echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exert considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).

Education: Graduation from an accredited college or university with a bachelor\'s degree.

Equivalency: An equivalent combination of education and experience may be substituted. Medical: Selected candidate will be required to successfully complete a Medical History Review prior to appointment.

Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:
  • Experience preparing, maintaining, and analyzing Operating and Capital Improvement budgets, and monitoring current year budgets.
  • Experience preparing or directing complex reports and studies, analyzing and interpreting independent research and findings, and reviewing and analyzing proposed legislation and County policies.
  • Demonstrated experience in managing compliance with records keeping and compliance with HIPAA and ADA regulations.
  • Experience making presentations to elected officials and senior management, including but not limited to, defending budgets and controversial project assignments.
