Description of Duties: The Lead Project Control EVM/Financial Analyst supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. The candidate will:
  • Provide contract-level guidance to all matrixed Task Order (TO) financial analysts to ensure full Earned Value compliance with documented EV standards and guidelines, the IRES EVM System Description, DoD Earned Value Management Implementation Guide (EVMIG) and established best practices.
  • Assist in developing standardized EV financial team processes, reports and forms for use by all TOs.
  • Conduct training with matrixed financial analyst teams to ensure integration and consistency across the various TOs.
  • Provide surge support to TO leadership, TO EV financial analysts, Control Account Managers (CAMs), the TO Scheduler and Project Managers to establish control account work scope, budget, and schedules to support the development of the Performance Measurement Baseline (PMB) and Integrated Master Schedule (IMS).
  • Run, analyze and review daily, weekly and monthly reports and/or other financial reports and documents from the contract level and provide analysis of the data using PowerBI, Excel, PowerPoint or other software tools.
  • Perform a variety of administrative and analytical duties supporting the day-to-day financial operations of the IRES contract.
  • Provide support to TOs in providing cost accounting, charging and funding issue analysis and problem resolution.
  • Prepare, review and present financial documentation and reports to IRES program leadership and the Government customer.
  • Use MS Excel to maintain a variety of financial records and logs.
  • Process financial actions and extract data supporting internal reviews, recommending corrective action plans and account reconciliation efforts.
  • Provide support to TOs in the development and completion of required financial documents that support the month-end Integrated Program Management Review (IPMR) delivery, monthly and quarterly financial reports and other contract and corporate reporting requirements.
  • Provide support to TOs in the preparation of and participation in TO Baseline Reviews (BRs) and Integrated Baseline Reviews (IBRs).
  • Keep IRES contract leadership appraised of the overall financial posture and funding authorizations throughout the period of performance.

This position can be filled at Schriever SFB, Colorado Springs, CO. This position has the possibility of being conducted predominantly via telework, but may require an occasional presence at an assigned MDA facility
This position is expected to pay $151,300 - $161,300 annually; depending on experience, education, and any certifications that are directly related to the position.

Must have one of the following combinations of education and experience: HS Diploma (or GED) and 16 years of general experience; Associate\xe2\x80\x99s degree and 14 years of general experience; Bachelor\xe2\x80\x99s degree and 12 years of general experience; Master\xe2\x80\x99s degree and 10 years of general. experience
  • Must have 9 years of directly related experience
  • Must have at least 3 years of documented experience in a management or leadership role
  • Must have experience with MS Excel that includes the use of pivot tables and formulas
  • Proficiency with MS Office products and cost accounting systems
  • Must have an active DoD Secret Clearance (or must be able to obtain)

Desired Requirements:
  • Experience working within defined financial guidelines (DCAA and/or DCMA experience)
  • Cost analysis or business/data analytics experience
  • Experience using Earned Value Management and providing financial analysis in a DoD environment
