General Purpose

The Labor Relations Specialist serves as a primary resource to foster company labor relationships both internally and externally. The Specialist is responsible for interpretating and facilitating collective bargaining agreements and works with client groups to support the leaders and represented employees.

This position promotes constructive and collaborative labor relations by providing leadership, representation, coordination, advice, and support to operations management and human resources staff in all aspects of labor relations, including contract administration and interpretation, grievance handling, and collective bargaining. This position is also responsible for leading workplace investigations as needed.

The Specialist maintains effective business relationships with union and company leadership, human resources staff and colleagues, and works closely with utility industry labor relations contacts and with legal counsel.

This position can work a hybrid (in-office/work from home) schedule but is required to reside anywhere in Oregon along the I-5 corridor between Albany and Medford (within the service territory they support). This position requires travel, including overnight, within the service territory for leader meetings and client support.

Responsibilities

  • Provide advice and counsel to all levels of management and client organizations regarding Labor Relations related issues (e.g., grievances, workplace incidents, employee performance management, etc.).
  • Leverage knowledge of labor relations to partner with Human Resources and client groups to progress company and department initiatives and strategic goals.
  • Understand and proactively identify labor relations trends and issues that help impact company business units.
  • Serve as liaison to the organization for union business leaders to foster a collaborative working relationship.
  • Interpret collective bargaining agreements for client organizations.
  • Participate and lead discussions with stakeholders on letters of agreement/memorandums of understanding and company negotiations.
  • Work with client groups on represented employee performance management activities including the development of performance improvement plans, identifying comparable situations and appropriate course of disciplinary action, when necessary.
  • Develop innovative solutions and present recommendations to management and influence management decisions for topics related to labor relations.
  • Conduct research, special studies, workplace investigations, and analyses.
  • Identify, develop and administer relevant training to client organizations.
  • Lead projects that align with Labor Relations strategy.
  • Communicate with and educate management and other stakeholders on industry, legal, and business changes.
  • Partner with clients to meet business goals in support of overall corporate objectives established by Labor Relations.
Requirements
  • Bachelor\'s Degree in Human Resource management, Industrial Relations, or a related field; or the equivalent combination of education and experience.
  • A minimum of five years of experience in Labor Relations, Human Resources, or a related field.
  • Project management and leadership skills, including ability to work as a team member.
  • Experience with presenting and conducting training sessions.
  • Knowledge of research, analysis, and consulting techniques, federal, state, and local government laws and regulations.
  • Research and analysis skills including ability to obtain relevant data, evaluate complex situations, develop creative alternatives, provide recommendations, and negotiate and influence outcomes.
  • Proficient with the use of personal computers to gather, analyze, and summarize data.
  • Excellent verbal and written communication skills; and interpersonal skills involving the ability to establish trust, maintain confidence and understand social behavior and interactions.
  • Ability to work with all organizational levels, to influence actions and negotiate outcomes.
  • Ability to work tactically and strategically with client partners and unions on labor issues
  • Ability to travel within assigned geographical area, occasionally overnight.
Preferences
  • Labor Relations experience, preferably in a public utility or power industry environment.
  • PHR or SPHR Certification.

This position is eligible for an annual discretionary performance incentive bonus of up to 15.00% of salary.
