This vacancy is located at SCLHSA\'s River Parishes Behavioral Health Center located in Laplace, LA. This position is responsible for maintaining the internal computer systems and databases, networks and communications systems within their workplaces, and performs in a leadership capacity to direct and oversee the Information Technology Department. The incumbent would be responsible for overseeing the management, integration and usability of data and information technology as well as being responsible for the daily operations and processes of implementing the technology developments.

Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of experience in information technology.

SUBSTITUTIONS:

1. An associate\'s degree in information technology will substitute for the baccalaureate degree.

2. Two years of experience or training in information technology will substitute for the baccalaureate degree. Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:

30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.

90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the

baccalaureate degree.

A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate

degree.

3. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

4. A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis--computer science, electrical engineering, information systems and decision sciences, computer engineering, mathematics, telecommunications, or computer information systems will substitute for up to one year of required experience.

5. A master\'s degree will substitute for up to one year of required experience.

NOTE:

Multiple specialized degrees and/or master\'s degrees will substitute for a maximum of one year of required experience.

NOTE:

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

NOTE:

Any college hours or degree must be from an accredited college or university.

SUPERVISION RECEIVED:

General from an IT Manager. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Direct over information technology personnel. Other reporting relationships may be approved by SCS.

LOCATION OF WORK:

State agencies with information technology functions that are outside of the scope of the Office of Technology Services.

JOB DISTINCTIONS:

Differs from lower-level information technology jobs by the presence of direct supervisory responsibilities over information technology personnel that are outside of the scope of the Office of Technology Services.

Differs from IT Program Manager by the absence of information technology program management responsibilities that are outside of the scope of the Office of Technology Services.

Examples of Work

Information Systems:

  • Ensure compliance for regulatory related to Information Technology standards.
  • Directing and overseeing the development, design and integration of customer service applications and platforms, such as the organizational website and help desk.
  • Meeting and collaborating with vendors, such as AT&T, Universal Data, Inc. and eClinicalWorks to consolidate and manage development of IT architecture.
  • Managing and updating Information Management Plan, policies and procedures.
  • Supporting the organization in the development of technology applications, projects and future budgets.
  • Develops a written plan which includes the details of agency hardware, software, and communications along with the replacement of equipment proposal.
  • Creating and supporting business functions through the implementation of technological systems. Collaborates with Executive Team, Fiscal Management, and other departments to ensure effective integration of applications with clinical, fiscal, and management processes, to determine IT hardware and software needs, and to determine the most cost-effective approaches to purchasing and implementation.
  • Manages/oversees the maintenance of the authority\'s system of video conferencing, telemedicine and Zoom capabilities.
  • Serves as the administrator of the agency\'s Internal Data Management System.
  • Maintains and creates organizational and group emails. Review active and inactive users to verify monthly invoice and assign activity code.
Communication:
  • Collaborating with Executive Team to ensure strategic plans and goals leading to the direction of future business growth are met. Setting objectives, performance metrics and procedures that lead to achieving goals in the IT Department and organization.
  • Managing IT inventory control in collaboration with the SCLHSA Property Control Manager.
  • Ensuring Security Risk Assessment is conducted annually in collaboration with the Compliance Officer.
  • Has strong working knowledge and experience in using and assisting users with a variety of software applications such as MS Office (Word, Excel, Access, PowerPoint, Publisher, and Outlook) and electronic healthcare records.
  • Provides training to new organizational employees on Internet Safety and Security, PHI privacy, accessing SCLHSA systems and accessing the Help Desk.
Supervision:
  • Supervises IT Technical Support Analysts\' work product including, but not limited to, daily assignments, project management and program goals. Provides routine feedback on work product, communication with organization staff members.
  • Conducts regular meetings with IT Technical Support Analysts and submits minutes to the Executive Director.
  • Completes evaluations timely and according the Performance Evaluation System (PES) process.
Other duties as directed by the Executive Director.
