Human Resources Technician II

An Overview
Under the supervision of the Human Resources Manager, the Human Resources Technician supports the Administrative Services Bureau of the Sheriff\'s Office with recruitment, selection, and promotional processes for all sworn and civilian positions.; manages the Office\'s payroll, leave, attendance record keeping, and processing functions. The incumbent in this role also provides guidance to timekeepers and maintains personnel and associated files.

Duties and Responsibilities

  • Receives all visitors to the Sheriff\'s Office Administrative Services Bureau;
  • Verifies timecard accuracy for 205 full-time employees and prepares bi-weekly payroll for Kronos sign-off;
  • Conducts Alexandria Sheriff\'s Office human resources training for new hires;
  • Coordinates special merit awards, acting pay rules, and weather emergency pay issues with City payroll;
  • Maintains records of overtime and leave payouts;
  • Ensure wages are tracked and monitored;
  • Educates new timekeepers on the Kronos timekeeping system;
  • Handles the movement of staff timecards as they are transferred;
  • Ensures holiday compensation is accurately paid.
  • Checks sworn staff daily activity reports for accuracy with Kronos entries;
  • Charges overtime usage to the correct work account in Kronos;
  • Provides assistance to the Human Resources Manager in recruitment assessment processes;
  • Provides assistance to hiring managers during scheduled panel interviews;
  • Enters all salary changes for Sheriff\'s Office employees in MUNIS system.
  • Utilizes MUNIS to process employee actions, creates personnel action forms and tracks data entry status;
  • Ensures all personnel documents have been received for processing by City human resources staff;
  • Retains hard copies of personnel action forms related to new hires, step increases, promotions, separations, disability leave, military leave, or disciplinary pay adjustments;
  • Ensures personnel action binder and salary cards are updated weekly;
  • Creates files for newly hired employees; maintains Human Resources files;
  • Contributes to office phone coverage and mail pickup;
  • Assists the Human Resources Manager and Director of Human Resources with projects;
  • Provides administrative support to the Sheriff and executive staff;

Minimum & Additional Requirements

Two-Year College Degree; three years of experience in organizations with professional and paraprofessional staff and workplace issues that involve multiple disciplines with policy, procedures and legal requirements; completion of college-level courses in human resources administration public and business administration or a related field and familiarity with large systems processing transactions, records and documents that meet compliance standards and area subject to audits; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Four-Year College degree in human resources management or business administration or five years of work experience in human resources related position; any human resources certifications (PHR, SPHR, SHRM-CP, SHRM-SCP). Some knowledge and understanding of municipal personnel management systems; ability to maintain statistical and general cumulative records and to prepare reports; ability to accurately perform a variety of mathematical computations. Experience using KRONOS payroll, MUNIS HRIS, and NEOGOV systems as well as knowledge of human resources related information available in AlexNet.
