Nature of Work
Under the direction of the Director, Center for Threat Preparedness, this position will manage the personnel and programs conducted under the state\xe2\x80\x99s Public Health Preparedness Initiative \xe2\x80\x93 an effort to ready public health and medical systems for urgent and emergent health and medical incidents including naturally occurring, accidental, and intentional events. This position is engaged in assisting in setting vision, direction, and objectives for the initiative, taking the lead in establishing and implementing operating procedures and in evaluating programs and staff for effective outcomes, compliance with policies and procedures and attainment of goals and objectives. Responsibilities include overseeing multi-million-dollar grants, development, and administration to assure compliance with state and federal regulations and coordinating the efforts of many DHHR entities funded through this effort, both internal and external to DHHR to ensure adequate readiness and preparedness. Collaborates with multiple local, state, and federal entities and officials. Develops and maintains close working relationships with the health care community, universities, and public health officials to develop and improve public health preparedness capacity. Directly supervises professional and technical staff assigned to CTP, including federal assignee\xe2\x80\x99s. Makes assignments, conducts staff meetings, and provides employee performance evaluations. Assumes responsibility for establishment of and participation in incident command and emergency response operations as directed for public health events. Works closely with state Homeland Security and Emergency Management officials. Represents the Director in his/her absence and the agency in internal efforts, inter-agency initiatives, public presentations, state, and national meetings, media initiatives, etc. Work will require frequent travel, both in and out of state, via auto or air. Emergency response, though infrequent, could require short notice deployment out of the area for extended periods of time and longer than usual work hours. Prior knowledge of emergency response systems, public health, and medical systems (state and local) and incident command; knowledge of state government administration, personnel supervision, grant administration, and fiscal management; word processing, spreadsheet development, internet, and other office processes; project organization; and strong written and oral communication skills. Must be able to simultaneously oversee and monitor numerous program activities and processes, and exercise flexibility in quickly developing/redirecting emphasis to evolving or changing areas of need. Must be able to inspire and motivate others. Must exercise sound judgement and decision making.

Minimum Qualifications

Training: Bachelor\'s degree from a regionally accredited college or university.
OR
Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of education.
AND
Experience: Four (4) years of full-time or equivalent part-time paid professional experience, two (2) years of which must have been in a program administration capacity.
OR
Substitution: Graduate course work from a regionally accredited college or university may substitute at the rate of fifteen (15) semester hours of training for one (1) year of experience.
