GENERAL DESCRIPTION:

This position supports the fiscal reporting and federal drawdowns of grants for the Wyoming Department of Health. Support enforcement of state and federal policies and procedures to ensure compliance with Generally Accepted Accounting Principles (GAAP). Assist with grant applications. Review and adjust grant budgets, have the knowledge, and answer questions in regard to WOLFS. Monitor grant sub-recipients, and analyze expenditures and revenue for federal reporting. Assist with audit documents

  • Review and reconcile monthly grant expenditures to the grant budgets and notify program managers and/or fiscal staff of potential problems and recommend solutions. Coordinate with program managers and fiscal staff to ensure timely and accurate reports. Requires attention to detail and analytical skills
  • Prepare fiscal reports of grant expenditures and subsequent requests for federal reimbursement of federal grant funds utilizing the various payment systems of federal agencies. Reconcile the grant fiscal expenditures with the federal revenue received as reimbursement for state funds expended. Requires security access and authority granted from individual federal agencies.
  • Enforce internal controls for grant management by performing internal reviews of programs. Review sub-recipients through desk audits, and phone audits and participate in statewide audits. Write recommendations for deficiencies. Assist in grant training for program managers and in training grant sub-recipients. Assist program managers with grant applications
  • Fiscal contact for questions and issues that develop in the fiscal department related to grants management. Offer advice and maintain compliance with Generally Accepted Accounting Principles (GAAP). Redirects questions to correct division and gathers responses to inquiries from both outside and within the agency.
  • Review budgets and advise fiscal managers on the proper Program, Funding Profile use, and budget revisions to ensure proper payment and grant funding
  • Other duties as assigned. Assist General Accounting, Budget Office, and Fiscal Managers as needed.
Qualifications

PREFERENCES:

Preference will be given to candidates with\xe2\x80\xa6WOLF\'s experience

KNOWLEDGE:
  • Must be familiar with Governmental Accounting, GAAP, GASB, and governmental budget processes.
  • Knowledge and skills in fund accounting including auditing practices, knowledge of State and Federal laws, rules, regulations, and statutes, knowledge of grant management, strong computer skills in Microsoft Excel, Access, and Word, skill in financial review and development of periodic reports, excellent oral, written and interpersonal communication skills, ability to learn new skills and adapt to changing circumstances, knowledge of the state accounting (WOLFS) system, ability to gather data and review analytically to answer questions and resolve problems, ability to handle several projects or tasks at once and meet deadlines; attention to details; organize and follow a task through to completion with little supervision.
MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in Finance)

Experience:

0-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant

Typically, the employee will sit comfortably to perform the work.
