GENERAL DESCRIPTION:

Come join the Treasurer\'s Office in a dynamic accounting environment where you will have the opportunity to really test your skills. We don\'t really learn how to account for investments in school, especially with a government twist, but our team will teach you how to apply your core knowledge and experience to our business. This Office is responsible for the investment of over $25 billion in state assets! Our team accounts for it all. This position will be housed in the Reconciliation and Audit section, right up your alley. Put your talents to work for the benefit of Wyoming citizens and generations to come.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Under the direction of the Accounting Manager, perform complex, specialized accounting to ensure all accounting activities, reports, and procedures for the Financial Accounting Division follow Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB). Review and analyze accounting records to identify sources of financial report discrepancies; assist, discuss, and resolve questions and problems in the Financial Accounting Division as needed.
  • Open all new manager accounts approved by the Investment Funds Committee (IFC) and the State Loan and Investment Board (SLIB). Close manager accounts when full liquidation has occurred.
  • Prepare letters of direction for the custodial bank as needed. Under the direction of the Accounting Manager, compile, manage, and reconcile various monthly and quarterly reports for internal and external use.
  • Assist with reconciling investment reports by pool and manager statements to the custodial bank.
  • Assist in compiling and interpreting data required to complete the Annual Comprehensive Financial Report (ACFR) and Treasurer\'s Annual Report.
  • Develop and maintain formal procedures in the Financial Accounting Division\'s job duties spreadsheet for all duties assigned to this position and under the direction of the Accounting Manager; serve as a backup for positions in the Financial Accounting Division as needed.
Qualifications

PREFERENCES:

Preference will be given to those candidates with an accounting degree and experience in the financial or investment industry and who demonstrate key characteristics of humility, sincerity, adaptability, conscientiousness, and agreeableness.

KNOWLEDGE:
  • Extensive communication, problem-solving, and personal interaction skills focused on confidentiality worthy of public trust.
  • Knowledge of complex investment strategies, including equities, fixed income, alternatives, and derivatives.
  • General finance and knowledge of banking practices. Legal and policy aspects of programs to be administered.
  • High-level skills with investment accounting software.
  • Knowledge of financial and organizational analysis.
  • Knowledge of GAAP and GASB.
  • Strong attention to detail; strong follow-up and follow through.
  • Must be a strong multi-tasker and be able to prioritize duties.
  • Great organizational skills and the ability to implement them in the office.
MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

  • General office conditions including minimal lifting; some travel necessary.
