GENERAL DESCRIPTION:

The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, seeks a Real Estate Analyst in the Trust Land Management Division. Under limited supervision, the Real Estate Analyst completes various tasks at a senior level in the acquisition, sale, exchange, and management of state trust lands. This position must possess a background and extensive knowledge of real estate principles, appraisal methods, policies, rules and regulations, and techniques of land title research, as well as laws and regulations relating to real estate transactions and land use planning.

This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. Also, the location provides convenient access to the Colorado Front Range communities, including Fort Collins and Denver, and Denver International Airport. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Implement division programs for state trust land under limited supervision to reach division goals and objectives.
  • Draft, review, and interpret legal contracts for the disposal, acquisition, or exchange of state trust land property rights and interpret fee-simple and mineral ownership patterns.
  • Contact proponents, interested and affected parties, and provide pertinent information to allow participation in division programs.
  • Research, analyze, and interpret technical and legal documents such as title commitments, deeds, abstracts, and other land-related or financial documents.
  • Draft and prepare a detailed analysis of proposed transactions.
  • Arrange and conduct public hearings and auctions as required.
  • Prepare and present detailed information regarding real estate transactions under consideration by OSLI and the Board of Land Commissioners.
  • Review and close real estate transactions.
  • Manage state trust land inventory data.
  • Compile information for the real estate section of the strategic/business plan, gap report, and annual report.
  • Provide oversight in project management related to land transactions.
  • Determine the potential for commercial and/or residential development of state trust land.
  • Coordinate and collaborate with appraisers to complete appraisal reviews.
  • Monitor state trust land ownership records, mapping, county planning, and zoning compliance.
  • Serve as the initial contact to advise the public and constituents on OSLI policies and land transaction procedures.
  • Communicate with the Board of Land Commissioners members, legislators, agency representatives, and the public.
  • Collect and analyze inventory data, and make recommendations to management regarding farm loan applications and/or land-use decisions.
Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Preference may be given to candidates with experience managing real estate as an asset in an investment portfolio.
Preference may be given to candidates who have title experience and/or basic GIS skills.

KNOWLEDGE:
  • Knowledge of real estate, particularly legal descriptions.
  • Knowledge of Microsoft Office products, GPS units, and related software.
  • Knowledge of applicable rules, regulations, and state statutes.
  • Knowledge of principles, concepts, and practices of real estate laws, marketing, valuation of land transactions, and negotiations.
  • Skills in effective written and oral communication.
  • Skills in interpersonal relations as applied to interaction with property owners and their representatives and realtors.
  • Skills in map reading, interpreting aerial photos and plotting out ownership descriptions.
MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in Land Management)

Experience:

0-3 years of progressive work experience (typically in Land Management) with acquired knowledge at the level of a Senior Land Management Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Land Management) with acquired knowledge at the level of a Senior Land Management Specialist

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:
  • Ability to operate four-wheel-drive vehicles as well as all-terrain vehicles.
  • Must possess and maintain a current driver\'s license for moderate/frequent travel.
