GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a full-time Lands Management Program Analyst for the Right of Way Program in Cheyenne. This position helps to assure that individual landowner rights are protected while meeting the needs and goals of the Right of Way Department, to provide a safe and efficient transportation system for the public.

Cheyenne is a steadily growing community along the Front Range, but still true to the history of the Old West. The city offers nearby access to mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Wyoming is one of only nine states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Meets with land owners, public service groups, etc. explains and gives presentations on the purpose and process of the right of way and construction process
  • Conducts all facets of real estate management, leasing, acquisition, disposal, document preparation, and mineral leasing
  • Conducts title examinations
  • Appraisal of land including both the full summary reports and waiver valuations, in compliance with State and Federal requirements
  • Responsible for relocation of businesses, farms, non-profit organizations, and residential owners; tenants and owner occupants
  • Oversight and completion of Railroad acquisitions
  • Responsible for the disposal of excess real estate
  • May provide work direction to others
  • Acquires property from non-responsive landowners and determines when Eminent Domain should be recommended
  • Acquisition of real estate from other government agencies, Federal and State
  • Provides written correspondence to landowners and LPAs, explaining various situations, or answering questions and concerns
  • Performs CADD, and related computer work in the preparation of RW Engineering Plans and Exhibits
  • Prepares legal descriptions for all types of real estate property being purchased or transferred
  • Reads and interprets aerial photographs, maps, soil surveys, production reports, and land use patterns in developing a basis for appraisal of real estate; prepares descriptive maps and plats as required
  • Responsible for document management including closing and scanning completed projects, updating databases and files hard copies to maintain current storage policies
Qualifications

KNOWLEDGE:
  • Knowledge of principles, concepts, and practices of real estate laws
  • Knowledge of marketing, valuation transactions, and negotiation
  • Knowledge of statutory requirements, agency rules, and regulations governing easements
  • Knowledge of State and Federal regulations
  • Skills in decision-making and negotiations
  • Ability to read maps and legal descriptions
MINIMUM QUALIFICATIONS:

Education:
Bachelor\'s Degree

Experience:
0-3 years of progressive work experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Senior Land Management Specialist

OR

Education & Experience Substitution:
4-6 years of progressive experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Senior Land Management Specialist.
