Minimum Requirements:

A bachelor\'s degree from an accredited college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. A master\'s degree from an accredited college or university can substitute for one year of the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

The Division of Vocational Rehabilitation Ticket to Work Section handles the statewide administration of the Social Security Administration (SSA) Ticket to Work and Self-Sufficiency Program. This position is entrusted with access to highly confidential data provided under an agreement between the Department and the Social Security Administration. The work associated with this program is complex in nature and will include making independent decisions related to Ticket to Work matters. This position plays a vital role in the Ticket to Work Section and promotes the vision and mission of the Division by supporting SSA beneficiaries to improve earning potential and ensure long term success in the workforce. This position works closely with personnel at the local and federal Social Security Administration, national Ticket Program Manager and other VR Ticket to Work Programs in the United States.

As a supervisor of OPS positions, the incumbent will communicate with, motivate, provide or coordinate training, evaluate employees\' work, plan and direct employee\'s work, and has authority to recommend to hire, transfer or discipline employees. In addition, the employee must develop accurate work plans and approve monthly attendance and leave for each position under his/her direct report in a timely manner. Timesheets will be completed in the People First system in accordance with DOE Policy.

Assists in a significant way with the administration of the Social Security / Ticket to Work (TTW) Program as follows:
  • Assists with the development and implementation of operating policies, procedures and systems used for the Ticket to Work Program. Provides policy recommendations, direction and clarification regarding the overall administration of the Program.
  • Assist with the development and implementation of policies and operating systems relating to the registration of consumers and analysis and determination of payments as they are used.
  • Conducts ongoing analyses of Program statistical data to identify trends and issues regarding overall program performance by preparing comprehensive reports detailing findings and recommendations for improvement to achieve organizational goals and objectives and make recommendations to improve the overall administration of the Program.
  • Independently reviews the Department of Health quarterly vital statistics data to cease the tracking for deceased consumers.
  • Maintains secure and highly confidential data management systems that captures data concerning consumer services, type and amount of Social Security benefits received, other public assistance (food stamps, TANF), Medicare/ Medicaid and eligibility for Program participation. Maintenance, access and use of Program and SSA data and records must strictly comply with requirements and restrictions established by the U.S. Department of Education-Rehabilitation Services Administration, Social Security Administration and Florida Statutes.
  • Interprets federal and state laws and regulations in the implementation of procedures and processes related to the administration of the Ticket to Work Program.
  • Coordinates and manages the activation / deactivation of Tickets with SSA and distributes relevant information to field staff.
  • Coordinates resolution of problems and issues pertaining to the administration of the Ticket to Work Program with key representatives of the Social Security Administration, the TTW Program Manager and Division managers and staff.
  • Provides support to Ticket to Work Government Analyst II regarding FL VR Partnership Plus and Work Incentives Planning and Assistance Programs.
  • Serves as a member of the VR SSA Liaison team and monitors work activities to ensure optimal performance of the Ticket to Work Program.
  • Monitors SSA program income to determine if income is sufficient in funding all activities with SSA Program revenue allocations.
  • Assists in training field staff and stakeholders on Ticket to Work procedures including presentations at forums and conferences.
  • Performs other related duties and responsibilities, as required.

Background Screening Requirement
