Your Specific Responsibilities:

This is a highly responsible professional position located within the Bureau of Emergency Medical Oversight, directed by the Bureau Budget Manager. The incumbent is responsible for overseeing and monitoring procurement related activities for the Bureau.

Procurement-The incumbent is responsible to facilitate procurement of goods and services as requested by Program Managers using DOH standard policies, procedures, and systems. This includes providing procurement consultation to Program Managers and staff, recommending the most appropriate procurement method based on Program needs and DOH standards; development of procurement soliciaiton documents consistent with DOH standards; serving as a buyer for My Florida Market Place; creation of receiving reports and invoice reconciliation resports for purchase orders; and managing a commodities Purchasing Card.

Procurement Management and Tracking - The incumbent is responsible for maintaining an ongoing list, and hard files, of purchases completed via MFMP and P-Card for the Bureau, for the fiscal year. The list must be used to provide a bureau wide view of purchase requisitions/orders and P-Card activity. Each Purchase Requisition/Order hard file must contain a balance sheet showing the payment of invoices and balance. The incumbent will review list monthly to ensure all required invoices for the month have been received and paid.

Develops and provides training to bureau staff on all purchasing activities. Maintains a state purchasing card for use for bureau purchase and travel. Purchasing Card Reconciliation - On a monthly basis, responsible for overseeing and ensuring timely and accurate completion of staff P-Card reconciliation tasks, and responsible to review and submit final P-Card reconciliation for the bureau.

Serves as bureau agreement/contract manager, and liaison between the bureau and the division\'s contract unit.

Serves as back-up for analyses of the SUNPASS/transponder usage report and consults with the section administrators and bureau budget manager when aberrations are determined and to ensure the SUNPASS account is always fully operational, and invoices are paid timely.
