The Hennepin County Information Technology (IT) department is seeking an IT Business Analyst II. This position will under general supervision lead business analysis functions at the department level or work on key components of large enterprise level work.

Location and hours:
This position is remote. Remote employees may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable.

Based on the business needs for this position, individuals must reside in Minnesota or have approval to work from a state authorized by Hennepin County as approved for out-of-state remote work. For a complete listing of allowable states, click . Candidates must currently reside in or be willing and able to relocate to Minnesota or one of the approved states. Employees living out of state are responsible for all travel expenses when required to come on-site. Individuals who do not reside in or are not willing to relocate to one of these states will not be considered.

Work hours will typically be Monday through Friday, 8 a.m. - 4:30 p.m. with some flexibility in start and end times.

At this time, employees may be eligible to receive an additional cash merit of up to $2322.71 that can be earned annually based on performance.

In this position, you will:

  • Business analysis documentation:
  • Define, analyze, research, and develop business analysis artifacts.
  • Create high-level and detailed level business requirements documentation, high-level and detailed level technical requirements, use cases, process models, entity relationship diagrams and data flow diagrams following standard communication methods and/or presentations.
  • Identify and define business needs as well as opportunities for improvements; negotiate solutions to technical problems between stakeholders.
  • Utilize standard methods for requirement elicitation, traceability, and requirement validation, measurement of system performance and analysis of performance measures.
  • Work management and planning:
  • Participate in project planning and effort estimating.
  • Manage and trace requirements from business case to implemented solutions leveraging business process and information models such as use case diagrams.
  • Participate in planning and design of end-user security procedures for systems/applications.
  • Technical evaluation:
  • Evaluate technology needs regarding vendor and custom applications using structured analysis techniques.
  • Negotiate solutions to technical problems between stakeholders.
  • Communication, research and leadership:
  • Research and document business and system requirements; create recommendations on solutions via written proposals or presentations.
  • Lead teams on departmental projects in system analysis, design, planning development and implementation.
  • Author communication plans to meet project and stakeholder needs and report business analysis measurements; prepare written proposals and project objective documents according to assigned direction.
Need to have:
  • One of the following:
  • Four or more years of technology experience.
  • Completion of five or more college/vocational technology courses and two or more years of technology experience.
  • Two-year college/vocational technical degree in a technology field or an approved IT certificate and two or more years of technology experience.
  • Completion of approved IT Hennepin County internship and two or more years of technology experience.
  • Bachelor\'s degree or higher in a technology field and one or more years of information technology experience.
Nice to have:
  • Experience:
  • With business analysis processes and methodologies/frameworks (Waterfall, Agile).
  • Implementing Software as a Service (SaaS) solutions.
  • With technology integrations.
  • Working as a business analyst on a request for proposal (RFP) team.
  • Crafting a variety of project artifacts such as project definitions, business requirements, feasibility studies, and recommendations.
  • Writing functional and non-functional specifications.
  • In an IT infrastructure environment (implementing security solutions and/or working on desktop/laptop renewals and rollouts).
  • Working with customers or clients from a variety of diverse backgrounds.
  • Knowledge of:
  • Security, virtual, and cloud concepts.
  • BI reporting and web analytics.
  • Ability to coordinate multiple project deliverables.
