Job Description


Job Responsibilities

Provide leadership to and direct the daily activities of the 1890 Department of Human Resources and Staff Development. Plans, develops and directs a comprehensive range of human resource functions. Implements plans and recommend decisions in all matters relating to human resources management for the Division of 1890 Research & Extension. Forecasts human resources needs and problems; makes recommendations regarding human resources planning; assists in developing agency wide policies and in strategic planning. Investigates employees grievances and recommends appropriate action in cooperation with the University Human Resources Department. Directs a comprehensive classification and compensation program. Directs the establishment of procedures for screening applications and interviewing applicants; advises managers in hiring decisions and reviews salary offers to ensure compliance with starting pay policies in cooperation with the University Human Resource Department. Directs the communication and delivery of benefits programs, including health care insurance, retirement systems, disability insurance, group life insurance, deferred compensation and other tax sheltered annuities, etc. Directs a personnel transactions program which includes classified, unclassified and temporary employees. Directs the development and implementation of the Equal Employment Opportunity/Affirmative Action (EEO/AA) plan, including policy statements, minority recruiting programs, selection procedures and records maintenance. Directs employee training and development; identifies needs based on consultation with supervisors and managers; schedules training based on available resources and coordinates appropriate administrative details.

Minimum and Additional Requirements

Minimum Requirements for Entry into Position: A Bachelor\'s degree in Human Resources, or related field. A minimum of six (6) years of experience as a human resource professional, including three (3) years of experience managing a human resource department, Middle to senior management level supervisory skills is a must. Must possess effective communication skills and the ability to successfully operate in a team leadership environment. Sound knowledge of state human resource policies and procedures. Ability to communicate effectively orally and in writing. Ability to make presentations and prepare reports. Must be sensitive to the completion of tasks and meeting deadlines. May be required to beyond the core hours. Ability to provide consultation and guidance to department supervisors regarding human resource issues.

Preferred Qualifications

Preferred Requirements for Entry into Position: A Master\'s degree in Human Resources or Related Field, and/or Certified Human Resource Professional preferred. Leadership experience is preferred.

Additional Application Requirements/Special Instructions to Applicants/Comments: This position is federally funded by the Farm Bill (Agriculture Improvement Act) Section 1444, Agricultural Extension Activities at 1890 Land-Grant Institutions / Section 1445, Agricultural Research Activities at 1890 Land Grant Institutions.

Ability to draw upon analysis of others and make recommendations that have a direct impact to operations. Must be a critical thinker who can reason through issues and provide solutions. Ability to establish and maintain excellent working relationships with other employees, technical staff, management, vendors and executive level staff within and outside of 1890.
