Summary


The Office of Risk Management Services is seeking a collaborative and strategic Deputy Director. This position will be integral to designing strategy for present and future services that we provide to our customers. Our successful candidate will be responsible for overseeing the development and implementation of risk management strategies, policies, and procedures to identify, assess, and manage risks across King County. This position requires a thorough understanding of risk management practices and principles, as well as excellent communication, leadership, decision making and problem-solving skills.

ABOUT THE OFFICE OF RISK MANAGEMENT SERVICES
In addition to investigating and resolving claims against King County in a fair and expeditious manner, and handling public records requests, the Office of Risk Management Services also provides internal services to King County agencies, including:


  • Insurance
    : King County administers a self-insurance program and purchases a variety of other insurance policies and related services consistent with sound risk management practices and the needs of the County.
  • Contracts: Risk Management advises King County agencies on insurance requirements, indemnification, release, and hold harmless provisions in all types of contracts. Risk Management actively negotiates these provisions and, together with the Prosecuting Attorney\'s Office, assists agencies in pursuing and tendering claims arising out of contractual relations.
  • Recovery Services: Risk Management is charged with seeking compensation for damages caused to King County property or injury to King County employees by negligent third parties.
  • Enterprise Risk Management Program (ERM): ERM works to proactively identify and assess high priority risks and improve controls and provides relevant qualitative and quantitative data to King County departments to support their decision making and action planning.

KEY EXPECATIONS/REPSONSIBITIES FOR THE DEPUTY DIRECTOR:
The Deputy Director has several areas of responsibility including, insurance/contracts, claims/recovery, enterprise risk management and open government. A key part of the Deputy Director\xe2\x80\x99s role is the ability to capably step in and assist in any of those areas. Expectations for the Deputy Director include the ability and enthusiasm to:
  • Implement and manage division goals that align with department and enterprise-wide strategic plans and performance measures, promote division and department goals, vision, workforce management, performance measures, and strategies.
  • Develop and implement risk management strategies, policies, and procedures to identify, assess, and manage risks across the organization.
  • Monitor and assess risk exposures and ensure that appropriate mitigation measures are in place.
  • Assist with budget development.
  • Monitor compliance with risk management policies and procedures and ensure that corrective actions are taken as necessary.
  • Stay current on industry best practices and trends in risk management and incorporate them into organizational strategies and policies.
  • Apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work.
  • Foster a culture of innovation and change with a strong sense of how to develop and offer new products and services and to bring others along.
  • Utilize internal and external resources, technology, and continuous improvement techniques to report metrics, improve processes, create more capacity, and deliver greater value.
  • Serve as Division Director in the absence of the director.

THE IDEAL CANDIDATE FOR THIS ROLE IS A GOOD PEOPLE LEADER WHO WILL:
  • Have strong Risk Management experience in at least one of the following four areas: Insurance/contracts, claims/recovery, enterprise risk management or open government; OR any combination of education and experience that clearly demonstrate the ability to perform the scope of job duties.
  • Have knowledge of public records.
  • Demonstrate a high level of self-awareness and comfort with their own strengths and challenges.
  • Be culturally aware and comfortable having complex and challenging discussions about race and diversity in the workplace. Be sensitive to managing differences and building bridges.
  • Lead a changing culture within an emerging LEAN organization focused on continuous improvement.
  • Develop metrics and use innovative visual tools to display division priorities and strategic initiatives in a clear and impactful manner for use in policy decisions.
  • Create initiatives to develop, coach and mentor a culturally and generationally diverse staff in a collaborative manner that focuses on employee engagement, good communication, and team building. Experience working in an organized labor environment is a plus.
  • Persevere and adapt as required, while working in a complex and sometimes ambiguous environment.
