Excepted Service, Grade 6 - Salary of selected candidate will be $94,430

Current District of Columbia residents will receive priority and advanced preference for screening and interviews.

The Bowser Administration seeks qualified candidates to serve as Associate Director in the Office of Federal and Regional Affairs (OFRA). The Office of Federal and Regional Affairs (OFRA) serves as the liaison to federal agencies, regional state partners and advises the Mayor on key issues with regional partners and on Capitol Hill. The Associate Director will help to guide and develop strategies, policies and programs benefiting the District of Columbia.

CORE DUTIES AND RESPONSIBILITIES

  • Work with the Senior Advisor and Director of OFRA, serve as the District of Columbia\'s advocate on federal and/or congressional issues.
  • Conducts in-depth research and analysis of legislative issues and alternatives, including best practice surveys, assessment of the needs for competing proposals, and options for action.
  • Managing relationships with external stakeholders
  • Prepares and reviews a variety of sensitive and complex reports.
  • Reviews critical legislative correspondence and special requests for information prior to submission to the supervisor.
  • Completes projects and assignments which facilitate important policy and procedure decisions, as well as policy and procedure development, formulation, and implementation.
  • Ensures proper preparation of all information, materials, documents, and reports before approval of the Director.
  • Keeps abreast of changes in job-related statutes, laws, and business trends.
  • Assist with the office\'s public relations program, which includes writing for public appearances and public speaking.
  • Contributes to the development and maintenance of a built-in system of data collection and analysis to provide monthly official evaluations.
  • Serve as a liaison to federal and regional partners, offices and agencies.
  • Establish linkages with Congressional offices to assist developing strategies and programs to benefit the District of Columbia.
EXPERIENCE AND QUALIFICATION
  • The successful candidate will have 3-5 years documented experience working within organizations or federal, state, or local governments in similar regions, including the District of Columbia, Maryland and Virginia.
  • Preferred direct government relations at the local, state and federal level, including experience working with the offices of elected officals.
  • Documented experience working in Congressional affairs.
  • Must possess excellent writing and speaking skills and excel in high paced environments.

DOMICILE REQUIREMENT:

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment. The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment. Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
