The Hawaii Wildfire Long-Term Recovery Program is standing up in response to the deadly wildfires that, in August 2023, swept across several islands in Hawaii, bringing widespread devastation particularly in the historic town of Lahaina on Maui. Fueled by Hurricane Dora, which passed offshore but brought strong winds to Maui and the Big Island, these wildfires now account among one of the deadliest fires in our nation\xe2\x80\x99s history. The American Red Cross is committed to supporting the ongoing recovery needs of individuals, households and communities.

The Community Recovery Manager will report to the Deputy Director of the Hawaii Wildfire Long-Term Recovery Program. The Manager will liaise with various local partners to the recovery and provide guidance relating to both Red Cross specific and broader recovery services and processes. The Manager will also collect information on community gaps/needs and partners operating in the recovery which will be critical to the development and ongoing monitoring of the Hawaii Wildfire Long-Term Recovery Program strategy. The Manager will be a vital member of the greater Wildfire LTR team and work closely with other Red Cross stakeholders, including the Region and Division, NHQ DCS, Long-Term Recovery Operation team, and the DRO structure. A successful candidate will be a skilled listener with rich experience in partner coordination and community organizing.

WHERE YOUR CAREER IS A FORCE FOR GOOD (Key Responsibilities):

  • Represent the American Red Cross and the Hawaii Wildfire Long-Term Recovery Program as a liaison with local partners and recovery entities
  • Act as a facilitative leader in Hawaii to assess needs and gaps in the long-term recovery space and work to strengthen partnerships with various entities (NGOs, government, etc.) active in the recovery, offering recovery resources for disaster-affected households and communities
  • Act to identify, document, and share vital community resources/needs/gaps through the wildfire LTRO structure to inform the development and continued monitoring of the Hawaii Wildfire LTR programming strategy
  • Identifies community concerns and escalates issues to leadership for awareness and early intervention
  • Engages a broad cross-section of internal stakeholders, external partners, government, and community groups to identify and address community resource gaps
  • Work as an advocate to ensure that Red Cross services reach all affected populations, especially vulnerable and underserved communities in Hawaii
  • Support the development of local recovery organizing efforts, such as the stand-up of any Long-Term Recovery Groups (LTRGs), recovery collaboratives and other relevant initiatives
  • Support the collection of qualitative and quantitative data collection for continued program monitoring and reporting processes
  • Document Hawaii Wildfire Long-Term Recovery Program activities and relevant community recovery information to empower the Red Cross Region and Division to continually deliver the Red Cross mission in Hawaii
  • Other duties as assigned
Schedule \xe2\x80\x93 Remote WFH

This is a term-limited, benefits eligible position expected to last 24 months from date of hire with the opportunity to extend based on business need.

WHAT YOU NEED TO SUCCEED (Minimum Qualifications):

Skills and Abilities: Minimum 3 years of experience in community organizing or related field. Demonstrated ability to work in a matrixed environment, informing various stakeholders of progress and incorporating feedback as needed. Experience providing mentorship support to internal and external stakeholders. Excellent interpersonal, verbal and written communication skills. Ability to work independently, handle and prioritize multiple tasks. Ability to assess community needs and advocate for equitable, inclusive and consistent service delivery. Identifies and resolves problems and/or develops alternative solutions. Exhibits sound and accurate judgment.

Other: Intermediate level proficiency with MS Office software, including Word, Excel, PowerPoint and Outlook. Ability to utilize a variety of technical systems with ease.

WHAT WILL GIVE YOU THE COMPETITIVE EDGE (Preferred Qualifications): Demonstrated experience with and expertise in Red Cross Response and Recovery processes, programs and structures. Familiarity with Red Cross casework programs and reporting tools. Experience in disaster response/recovery preferable. Participation in/supporting community assessments strongly desired. Experience building and supporting a volunteer workforce preferable.
