The Hawaii Wildfire Long-Term Recovery Program is standing up in response to the deadly wildfires that, in August 2023, swept across several islands in Hawaii, bringing widespread devastation particularly in the historic town of Lahaina on Maui. Fueled by Hurricane Dora, which passed offshore but brought strong winds to Maui and the Big Island, these wildfires now account among one of the deadliest fires in our nation\xe2\x80\x99s history. The American Red Cross is committed to supporting the ongoing recovery needs of individuals, households and communities.

The Deputy Director for Hawaii Wildfire Long-Term Recovery Programs will report to the Director of Wildfire Long-Term Recovery Programs and is responsible for supporting the development and execution of overall program strategies, objectives and priorities. A successful candidate will have a proven track record of strategic thinking, problem solving and proactive collaboration with various stakeholders, internal and external. The Deputy Director will supervise assigned staff and liaise closely with Regional/Divisional leadership to ensure the long-term recovery strategy is in line with community needs, local recovery priorities and the Red Cross mission. This role works closely with Regional and National Headquarters volunteer and paid staff. Routine travel throughout the impacted areas will be required.

WHERE YOUR CAREER IS A FORCE FOR GOOD (Key Responsibilities):

  • Serve as the primary local leadership representative for the Hawaii Wildfire Long-Term Recovery Operation in Hawaii, representing the Red Cross LTR mission/strategy
  • Support the establishment and/or maintenance of strong working relationships with the affected Red Cross Region and Division, long-term recovery groups, community agencies, schools, businesses, various levels of government and the general public, communicating strategies, updates and needs accordingly
  • Lead and manage a Community Recovery Manager engaged in building relationships with community partners and Long-Term Recovery Groups.
  • Assist in short- and long-term strategic planning including preparing program timetables with specific milestone goals
  • Responsible for transmission of intel from impacted communities, operational partners and technical best practices are represented to leadership for integration into thoughtful and responsive program-cycle activities
  • Monitor program effectiveness via collected data \xe2\x80\x93 both qualitative and quantitative \xe2\x80\x93 and serve as thoughtful advocate for program improvements
  • Assist Director in the recruitment and selection of LTRO employees, and assist with initial new employee and volunteer training as needed
  • Provide leadership, mentoring, coaching, and performance evaluations to paid and volunteer workforce to assist in the achievement of program objectives
  • Document operational best practices and lessons learned in support of LTR continuous improvement
  • Coordinate and/or complete special and major projects as assigned by the Director
  • Function as acting Director in the Director\'s absence
  • Perform other duties as needed and/or assigned
Standard Schedule: This is a full-time, term-limited, benefits eligible position expected to last through August 2025 with the opportunity to extend based on business need.

WHAT YOU NEED TO SUCCEED (Minimum Qualifications):

Bachelor\xe2\x80\x99s degree required, Master\xe2\x80\x99s degree preferred. Minimum 5 years of related experience or equivalent combination of education and related experience. Strong skills in community organizing, case management and/or partner-agency relations. Minimum 3 years of experience as supervisor or manager of workforce engaged in direct client contact in an outcomes-based social-services environment.

Ability to assess community and client needs and provide services equitably and consistently. Identifies and resolves problems and/or develops alternative solutions. Exhibits sound and accurate judgment.

Other: Intermediate level proficiency with MS Office software, including Word, Excel, PowerPoint and Outlook. Ability to utilize a variety of technical systems with ease, including online project management tools.

WHAT WILL GIVE YOU THE COMPETITIVE EDGE (Preferred Qualifications): Experience in disaster response/recovery preferable. Participation in/supporting community assessments strongly desired. Supervisory experience preferred. Experience building and supporting a volunteer workforce preferable.
