Job Description




Under the general direction of the Unemployment Insurance Tax, Accounting, and Collections Bureau Chief within the Unemployment Insurance Division this position will manage the Tax Revenue Collection and Account Adjustments Unit within the Unemployment Insurance Division (UI) of Iowa Workforce Development (IWD).

Program oversight includes:

  • Effective utilization of process and tools for debt collection.
  • Coordination with the IWD Legal Department for liens, garnishments, injunctions
  • Efficient administration of the Treasury Offset Program.
  • Overall management of all activities related to adjusting of employer tax contributions related to the UI rust fund consisting of credits, refunds, adjustments, and document retention.
In this position you will be responsible for:
  • Schedules and reviews the work conducted in the Revenue Collection Unit and Adjustments team.
  • Recommends personnel actions related to selection, performance, leaves of absence, grievances, work schedules and assignments, regulation of attendance and leave, and disciplinary procedures.
  • Administers personnel related policies and procedures.
  • Approves, modifies, or rejects request for promotions, reassignments, etc.
  • Conducts performance evaluations and reviews.
  • Directs and participates in the training for Unit staff including instruction regarding UI laws, rules, program policies and procedures, computer programs, documentation requirements and use of investigative tools.
  • Provides on-going technical support.
Direct and participate in the development of new, revised, or improved management policies, practices, procedures, and methods to assure that staff are knowledgeable in the complexities of each program. Prepares and communicates directives to staff regarding issues of current policy and procedures. Attends management planning and policy making meetings and advises the management team of any operational issues.

Make recommendations for legislative and for administrative rules and presents them to the Bureau Chief. Determines the impact of proposed legislation on the policies, procedures and operations of the Division and its customers. Resolves policy related issues not covered by precedent or established policies. Research best practices.

Analyzes internal reports of work production and assesses progress towards meeting goals and objectives. Develops and implements goals and objectives toward meeting US Department of Labor and IWD standards. Advises upper management and administrators on management problems, potential risks, risk mitigation strategies, project progress, and resource deployment needs.

Collaborates with other members of the UI Management team. Works with other units and divisions within IWD to evaluate and resolve operational problems and issues. Demonstrates knowledge of US Department of Labor performance standards and collaborates with other managers to translate standards into performance expectations.

Minimum Qualification Requirements

Graduation from an accredited four year college or university and experience equal to four years of full-time professional level work in unemployment insurance, program administration, management or development;

OR an equivalent combination of education and experience, substituting one year of the full-time required experience for one year (thirty semester or equivalent hours) of the required education to a maximum substitution of four years;

OR employees with current continuous experience in the state executive branch that includes four years of full-time work as a Workforce Advisor, Field Auditor, Job Insurance Quality Auditor, Tax Performance System Analyst, Investigator 2 or Employer Liability Specialist.
