Treasurer\'s Office
Administers the set off debt collection program and bankruptcy debts for the department for obligations owed to the city. Also administers the DMV VRW withholding process and VEC FTP program for the city. Has primary responsibility for collection of EMS fees. Serves as a back up to the supervisor as a liaison between the Treasurer\'s Office and outside collection firm. Requires an Associate\'s degree or equivalent from a two-year college or technical school; major in Public Administration, Business Administration, or related field; three to five years related experience and/or training in delinquent collections, preferably in local government; or equivalent combination of education and experience.

Examples of Duties

SUMMARY
Administers the set-off debt collection program for the department for obligations owed to the city/courts.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Reviews and analyzes collection reports.

Assures strict compliance with the program guidelines for the DMV VRW vehicle withholding program by meeting all deadlines /timeframes for processing of files.

Ensures compliance with bankruptcy process.

Consults with outside collection firm as needed on collection issues.

Assists in the real estate tax sale process.

Ensures the billing of tax statements in a timely manner.

Resolves customer questions and issues with direct customer contact, telephone contact, and by email.

Assures strict compliance with the program guidelines for the Set-Off Debt Collection program by meeting all deadlines and timeframes for processing of files and debts.

Performs uploads and downloads of data inclusive of manual data input, scrubs data files for accuracy, tests programming changes in conjunction with the Department of Technology.

Creates and maintains records of data and monitors program performance with various metrics.

Corresponds with customers and resolves all disputed accounts. Conducts hearings as needed.

Coordinates information with other departments and agencies who utilize the program.

Processes collection actions on accounts inclusive of letters, telephone calls, distress warrants, liens, and summonses.

Researches collection report information through VEC.

Has primary responsibility for collection of EMS fees.

May appear in court to pick up garnishment proceeds and files with clerk

Sets up payment arrangements

Sends dunning letters

Institutes garnishment proceedings when applicable

Reviews daily reports regarding collection proceedings

Prepares and files debtor interrogatories when applicable

Schedules attorney for interrogatories and contested garnishments

Reviews payment schedules, arrangements/plans

Performs other duties as assigned.

EDUCATION and/or EXPERIENCE
Associate\'s degree or equivalent from a two-year college or technical school; major in Public Administration, Business Administration, or related field; three to five years related experience and/or training in delinquent collections, preferably in local government; or equivalent combination of education and experience.

Supplemental Information

LANGUAGE SKILLS
Ability to read, analyze, and interpret periodicals, journals, procedures, or governmental regulations. Ability to prepare reports, correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, and the general public.

MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
