The Chief Nursing Officer is accountable and responsible for the strategic leadership and management of the assigned services on a 24-hour basis. The Chief Nursing Officer translates the objectives, plans, policies and procedures of Thomas Hospitals into effective actions to ensure quality patient care and manages the human and material resources of the hospitals to provide cost effective care. Develops and maintains programs to ensure comprehensive patient-centered care is delivered.

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. BSN in Nursing required.

2. Masters of Science in Nursing preferred or Masters of Science Hospital Administration or related discipline required

2. Current license to practice Registered Professional Nursing in West Virginia. (May not be waived)

EXPERIENCE:

1. Ten years of experience in nursing, including seven years in a management position in a clinical nursing service.

2. Prior CNO experience in a Hospital System and complex hospital environment preferred.

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. 1. Administratively responsible for direction of all aspects of nursing and other assigned departments to assure a Hospital environment that is consistent with the clinical objectives of the Hospital. Directs nursing care through unit directors/managers.

Plans, organizes, implements and evaluates the delivery of patient care in accordance with Standards of Care, philosophy and plans of Thomas Hospitals and other affiliated hospitals.

a.) Develops, implements and promotes strategies for the delivery of patient care which is based on the requirements of the service while achieving positive patient outcomes in a teaching environment.

b.) Empowers staff to provide quality, effective patient care consistent with relevant scopes, policies, procedures and standards of practice.

c.) Monitors and evaluates quality care through rounds and quality improvement activities. Works closely with staff and peers to identify opportunities to improve patient care and makes or facilitates changes to enhance services.

d.) Coordinates activities between the department and other hospital departments to deliver services.

e.) Facilitates the development of departmental policies and procedures and standards of care.

f.) Assures compliance with local, state, federal laws - OFLAC, DNV-GL, and other accrediting bodies.

g.) Promotes customer satisfaction through response to customer perceptions of services provided in a professional and constructive manner.

h.) Ensures the establishment and implementation of a unit culture that is responsive to patients and families Ensures department is in compliance with applicable regulations

i.) Supports and participates in ongoing research projects and evidence based indicators to improve care.

2. Responsible for the coordination, organization, and delegation of the operational aspects of Thomas Hospitals to ensure effective and efficient delivery of services.

a.) In accordance with the hospital mission and goals, determines the unit service needs in terms of patient needs and staff requirements.

b.) Assumes responsibility for the patient focused performance improvement process engaging staff participation in multidisciplinary activities conducted for the purpose of improving the quality and reducing the cost of care. Develops and monitors appropriate operational performance measures. Reviews outcomes and improves operational systems to ensure continued improvement.

c.) Creates a work environment, which promotes continuous quality improvement and ongoing personnel development

d.) Facilitates hospital planning by serving in a leadership capacity both intra and interdepartmental.

e.) Develops and maintains a quality safety program for Thomas Memorial Hospital.

f.) Supports the educational needs of staff (coaching and development).

g.) Attends and participates in operational meetings at designated hospitals.

3. Recruits and develops administrative staff necessary for effective leadership and management of departments to achieve nursing service objectives

a. ) Establishes and maintains standards for employee relations, motivation and morale throughout the organization

b.) Provides necessary resources for appropriate educational and development program.

4. Facilitates the professional development of all staff and ensures competence in clinical practice

a.) Collaborates with the Education, Ancillary and Support departments to plan and develop unit educational activities

b.) Fosters a competent staff through the provision of orientation, in-service, continuing education programs and competency validation programs.

c.) Identifies current and anticipates future educational needs and develops plans to meet them.

d.) Supports the education of students in nursing, medicine and allied health professions.

e.) Assists staff to acquire leadership skills by serving as a role model, resource person and mentor. Provides guidance and direction through identification of, and response, to issues.

f.) Ensures the appropriate delegation of departmental activities. Supervises delegated activities to assure effective completion.

g.) Identifies own learning needs and maintains professional competence.

h.) Participates in professional activities and organizations.

5. Directs the preparation, control and monitoring of the divisional budget for personnel, material and services. Operates department in accordance with approved budget.

a.) Ensures cost-effective staffing patterns.

b.) Monitors and trends monthly/quarterly data related to risk, quality, census, staffing, etc. to ensure that expenses are within budget at the forecasted operating levels, takes corrective action as needed.

c.) Prioritizes capital budget requests to ensure safe patient care and optimal utilization of resources

d.) Assures compliance with targeted fiscal objectives.

e.) Analyzes trends to develop long range plans for budget needs.

6. Collaborates with the President, other Vice Presidents and with the medical staff and other personnel in promoting and planning optimal patient care.

a.) Collaborates with medical staff to plan and operate assigned service line.

b.) Maintains positive working relationships with the medical staff. Meets regularly with physicians to initiate changes in practice or resolve issues.

Collaborates with ancillary and support directors to initiate changes in practice or resolve issues.

7. Supports and ensures active community educational programs are offered. Supports CHNA activities.

8. Establishes a comprehensive program for patient and family-centered care to ensure better health outcomes, improved satisfaction and to design systems that allow the family to solely focus on the ill patient.

10. Interprets Hospital policies and procedures for administrative staff; implements new or modified policies and procedures as necessary. Participates as senior administrative staff in establishment of institutional wide policies.

11. Periodically reviews applicable accreditation, licensure and regulatory standards to assure compliance.

12. Meets regularly with President and provides summary reports on problems, progress, and future needs of nursing and other related departments. Attends and participates in Administrative Staff, Medical Executive Comm., Hospital and other committees, as required.

13. Represents the Hospital in local, state and other forums to promote good relationships and interface. Maintains membership and participation in professional organizations.

14. Actively participates in Hospital Board of Directors activities: providing reports related to patient care issues and direction of Hospital wide programs and policies.

15. Works collaboratively with WVUHS System CNO to ensure best practices and nursing protocols are being followed at a local level. Routinely participates in Nursing Affinity Programs to represent Wheeling Hospital.
