Job Description


Reporting to the Chief Executive Officer, the Chief Human Resource Officer (CHRO) will design, implement and maintain strategies and policies that foster a healthy workplace environment where employees feel valued as well as prepared to carry out the strategic objectives of our organization. The CHRO will provide strategic direction and leadership to all aspects of our employment practices and procedures including compensation, legal compliance, recruitment and selection, employee benefits, employee relations, employee communications and events, data management, and performance management. As well, the CHRO will lead and support inclusive practices that reflect the values of our YMCA where ALL individuals feel a sense of belonging and connectedness empowering them to thrive as an employee of our organization.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: HR Operations and Strategy

  • Ensure compliance with employment laws and all labor policies. Maintain knowledge of legislative and regulatory changes, employment trends and industry best practices.
  • Responsible for oversight, evolution and communication of internal employment policies ensuring consistent implementation and adherence across all aspects of our organization.
  • Oversee all compensation strategies and salary review processes.
  • Design and manage performance management and appraisal programs; manage the performance review process.
  • Responsible for activities related to benefits administration, to include all health and welfare benefits such as health, dental, vision; life insurance, worker\xe2\x80\x99s compensation, disability; Y Retirement; paid time off benefits and any other potential benefits.
  • Provide direct leadership and consulting support to management staff on matters of employee improvement, goal setting, or circumstances of employee conflict resolution, investigation or termination measures.
  • Manage staff transitions and terminations to minimize exposure for the Association while treating employees with respect and fairness. Work with legal counsel when necessary to avoid/reduce exposure.
  • Oversee HR Systems (payroll, employee records, etc...) selection and utilization to ensure accurate data. Consider system enhancements, upgrades, or overhauls to maximize accuracy and efficiency.
  • Ensure timely and accurate submission of data requested by EEOC, YMCA of the USA, Dept of Labor, etc.
  • Work directly with assigned committees of the board.
Staff Recruitment, Hiring and Retention
  • Responsible for successful recruitment and retention of high-quality talent within all levels of the organization.
  • Design inclusive recruitment strategies that support staff teams that reflect the unique needs of our diverse communities.
  • Implement onboarding strategies which support engagement of new staff team members and minimizing delays in the time for staff to start working.
  • Assess employee turnover rates and develop cost-effective strategies to improve retention, especially in hard to hire positions.
Leadership Development & Training
  • Help develop and coach staff leaders to develop and improve supervisory/coaching skills.
  • Oversee the performance management and career development planning including personal development plans and succession planning for all leadership positions.
  • Implement local training programs and maintain certifications according to Y Movement training designs.
  • Implement successful mentorship and internship programs to create \xe2\x80\x9cbench strength\xe2\x80\x9d and a \xe2\x80\x9cpipeline\xe2\x80\x9d of talent for the organization.
Team Leadership
  • Collaborate and strategize with C-Suite peers to set effective strategy for cultural shifts within the organization.
  • Serve as the primary driver of staff acknowledgement and recognition to celebrate staff accomplishments throughout the association.
  • Provide direct supervision and leadership to direct reports to hire, develop, motivate and retain a committed team passionate about the YMCA\'s mission, safety and service to members.
  • Manage associate schedules and payroll for departments ensuring efficient use of resources occurs within department at all times.
Complete all job related, supervisory and other trainings as required.
  • Bachelor\xe2\x80\x99s degree in Human Resources, Business Administration or related field preferred.
  • 10 or more years of progressive and successful leadership experience across all aspects of Human Resources.
  • Exceptional communication skills (verbal, written, and presentation)
  • Requires valid driver\xe2\x80\x99s license and satisfactory driving record. Ability to travel throughout the association as needed.
  • Employment will end if at any time the driving standards during employment per the Tampa YMCA driving policies are not met.

Certifications
  • Senior competency certifications with SHRM, GPHR, HRCI preferred, or equivalents.
  • Must obtain within 30 days of employment and then maintain current certifications in CPR, AED and First Aid.
WORK ENVIRONMENT and PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job including, but not limited to:
  • While performing the duties of this job, the employee is regularly required to use a computer for extended periods of time and be able to communicate using a computer and authorized work phone/smart device.
  • Ability to perform all physical aspects of the position, including but not limited to, walking, standing, bending, reaching, and lifting.
  • The employee frequently is required to sit and reach, and must be able to move around the work environment
  • Ability to lift and move a minimum of 30 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust.
  • Ability to work in a variety of environments, specifically those subject to extreme humidity/dampness, heat and cold
  • The noise level in the work environment is usually moderate.
  • This position may require availability to work flexible hours including evenings, weekends, and holidays as needed.
ACCOUNTABILITY: Accountable for completion of assigned goals as measured by meeting hard accounting monthly, quarterly, annual deadlines, successful grant reimbursements, successful audits, and supervisor evaluation of assigned duties.
