Job Summary
Seeking an executive-level administrator capable of bringing energy and fresh ideas to optimize the internal operations of a large government agency. This position is located in the District Department of Transportation (DDOT). This position serves as the Chief Administrative Officer and is responsible for the strategic direction and day-to-day management of DDOT\'s administrative functions including human resources and workforce development; resource management of operating and capital budgets including federal highway funds; long-range planning and monitoring; and Davis-Bacon compliance. The position liaisons with the Office of the Chief Financial Officer and the Office of Contracts and Procurement. The incumbent develops and implements various initiatives for DDOT as the senior executive responsible for the Talent, Business, and Strategy Administration, ensuring overall cohesiveness among functional units and staff that support these efforts.
The Chief Administrative Officer reports to the DDOT Director and Deputy Director and provides information and guidance to the Director, Deputy Director, Executive, and Senior staff on policies and best practices as it pertains to financial, personnel, and compliance matters to carry out the goals and objectives of the agency.
Duties and Responsibilities
The Chief Administrative Officer is responsible for developing and implementing agency wide administrative functions, activities, and initiatives designed to meet the strategic goals and needs of the staff, agency, and District while adhering to appropriate District and Federal laws. This includes coordinating with the Executive Office of the Mayor (EOM), Deputy Mayor, Office of Contracts and Procurement (OCP), and the Office of the Chief Financial Officer (OCFO), on a routine basis, relating to the operating and capital budgets, financial management, and contracts and procurements. As a part of this work, the incumbent will provide strategic direction and lead the Resource Allocation Division in the planning, development, execution, and oversight of the agency\'s operating and capital budgets, including six-year capital improvement plan and federal obligation plan for federal highway funds. Advises DDOT executive leadership on all matters relating to financial management, and budgetary and financial planning. This includes managing and overseeing federal formula and grant programs and coordinating closely with federal agencies, including the Federal Highway Administration (FHWA). The incumbent will also be responsible for Davis-Bacon oversight, supervising the Program Manager responsible for compliance with Federal and District wage compliance laws, including tracking and monitoring all construction contracts and active construction projects for compliance with Davis Bacon; developing and implementing comprehensive oversight and enforcement programs; and conducting investigations of job sites and interviews of workers to monitor contractor compliance.
Additionally, the incumbent will have oversight of the agency\'s Administrative Services (Human Resources) Division, including supervision of the Associate Director responsible for oversight of recruitment and staffing, policy and compliance, employee and labor relations, and training and workforce development for over 1,200 employees. The incumbent will provide guidance, direction, and interpretation of the District\'s personnel manual and the Department\'s personnel, administrative, and operational policies and procedures, as well as consultative services to all divisions within the Department in regard to personnel matters. The incumbent liaisons with the Office of Contracts and Procurement to monitor the status of all service and construction contracts, facilitates resolution to procurement and funding issues, ensures compliance with District and Federal procurement and contracting laws and regulations, works to make improvements to streamline procurement processes to enhance service and project delivery, and ensures processes and systems are integrated with operational and organizational goals and objectives of the agency.
The incumbent liaisons with the Office of the Chief Financial Officer on all matters relating to financial management, including budget formulation, expenditure monitoring, revenue projections, obligation and de-obligation of federal funds, closing out capital projects and requisitions and purchase orders; certification of funds to solicit and award contracts, reprogramming and reallocating funds, reconciliation of FTE, preparing responses to programmatic and financial audits; and any other matters relating to the efficient and effective financial management of the agency. Works cooperatively with the Office of the Inspector General, Office of the Attorney General, and the Office of the Chief Financial Officer to ensure cooperation with internal and external programmatic and financial audits, responds to audit findings, and ensures audit recommendations are implemented accordingly.
Qualifications and Education
Individuals must have at least one (1) year of specialized experience equivalent to MS-15 grade level. Specialized experience includes expert knowledge of the policies and procedures used in budget preparation; experience in public and business administration and their application in government; and expert ability to supervise a cross-section staff skill mix including managers and technical, investigative, and clerical support staff to ensure proper interpretation of departmental and city-wide rules, regulations, policies, and procedures.
A (Master\'s) degree in Public Administration, or a related field, from an accredited university plus ten (10) years of experience supervising staff and managing budgets at a large government agency is preferred.
Licenses and Certifications
Must possess and maintain a valid driver\'s license and have an acceptable driving record.
Working Conditions/Environment
Work is primarily conducted in an office setting. The incumbent may be required to work weekends, evenings, and on-call situations.

This position may be subject to criminal background checks and/or driving record checks, as well as random drug and alcohol testing pursuant to DC Act 15-620.
This position is classified as an essential/emergency position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early.
Applicants claiming \xe2\x80\x9cResidency Preference\xe2\x80\x9d will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
