Duties

The incumbent will execute the administrative program vision and plan for the Office of the Chief Financial Officer (OCFO). Implements (or expands) administrative strategies for each program area, including but not limited to developing written communications, major reports, internal controls, and office operations. Prepares technical reports of program activities and coordinates with subject matter experts as needed, ensuring consistency, accuracy, and clarity with other documents. Serves as an expert in organizational methods, human capital, purchasing, inventory, contract support, information technology administration and reports management. Ensures effectiveness and/or compliance with agency rules and regulations for major reports. Reviews the administrative and programmatic aspects of financial operations, including communications with appropriations committees, assistance -with the budget process, finance accounting systems, and special projects.
Note- the duties quoted here are for the GS-13 level.

MAJOR DUTIES:
Administrative Management (60%) The incumbent reviews, prioritizes, and addresses substantive and complex issues impacting the planning, implementation, and evaluation of OCFO programs and services that require an in-depth understanding of the OCFO policies and Strategic Plan goals. Manages and directs office support functions for the OCFO, including purchasing, inventory controls, contracting, space management and records maintenance. Establishes, reviews, and updates written policies and procedures. Ensures office procedures meet the organization\'s needs and are consistently understood and followed. Advises office staff on administrative and procedural requirements. Serves as point of contact to ensure that all Human Capital policies, processes, procedures and initiatives are implemented in an appropriate and timely manner, including requests for personnel action requests (PARs). Screens inquiries, establish suspense dates and refers to appropriate offices for response/resolution. Determines purpose and scope of meetings and conferences and pre-briefs-the supervisor. Ensures that the CFO and program heads have necessary materials for all meetings and briefings to include agenda items and background information on attendees when the supervisor is scheduled to speak. Performs a variety of miscellaneous technical; planning and administration duties in support of the office, such as providing customer service to organizational personnel; developing and/or revising administrative standard operating procedures (SOPs); maintaining and updating office files; researching, preparing and forwarding policy memoranda that inform personnel of changes in policies and procedures; composing and preparing responses to correspondence on subjects where policy and precedence are established; preparing various correspondence, forms and reports; and initiating and obtaining signature of the approving authority on staff actions. Information Dissemination (20%) The incumbent ensures that informational strategies promote an understanding of programs and procedures for a variety of target audiences in alignment with the overall OCFO strategic plan. Develops original correspondence reflecting the views and policies of the OCFO. Coordinate daily calendars, appointments and, events, serving as the point of contact for modifications and arranges conference calls. Facilitates internal and external communications distributing information and scheduling presentations. Gathers data and provides relevant information in a summarized format. Develops messages for various audiences and strategically delivers messages by evaluating the most appropriate communication channel(s) for the particular needs of the target audience(s). Ensures correspondence and other communications are consistent with the substantive OCFO program, vision and business plan. Uses project management techniques to ensure events/informational campaigns are properly coordinated and effectively executed with a high degree of quality. Identifies and understands how internal and external issues, such as, survey results, impact the content of communications. Reports Preparation (20%) Applies expert knowledge of skilled communication techniques and modalities to disseminate information and ideas to inform via written, oral, electronic and visual media. Uses knowledge of the elements of plain language. Develops program information and communications for staff with varied degrees of comprehension of agency programs and policies. Provides executive-level administrative support by conducting research, handling information requests and performing office management functions. Researches, collects, compiles and analyzes information to generate technical and management guidance for a variety of topics. Prepares briefing packages for the supervisor and staff.

You must meet the United States Office of Personnel Management\'s (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Examples of specialized experience for this position include the following:

(1) Managing and executing office support functions including purchasing, inventory control, contracting, space management, information technology support, records maintenance and human capital; (2) Researching, compiling and analyzing information to generate technical and management reports on a variety of topics; (3) Developing and delivering oral and written presentations and making recommendations on management issues in concise and convincing language; and (4) Formulating informational strategies which promote an understanding of programs and procedures for a variety of target audiences in alignment with a strategic plan.

The ideal candidate is an energetic and politically savvy professional with highly developed strategic planning skills who can synthesize complex information to produce cogent presentations and other written products. A self-starter, able to handle confidential matters with discretion, address challenges with good humor, and exercise sound judgment. A bachelor\xe2\x80\x99s degree is desirable.
