ASSISTANT REGIONAL WILDLIFE PROGRAM MANAGER

WMS BAND 2

Wildlife Program - Southwest Region 5

Ridgefield, Washington - Clark County

Southwest Region 5: Clark, Cowlitz, Klickitat, Lewis, Skamania, and Wahkiakum Counties.

Lead policy direction and operational functions for Wildlife Program priorities focused on land management as well as wildlife population, conservation, and management!

Deliver policy direction for land acquisition, habitat restoration projects, capital project development, and recreation management.

Provide long range strategic planning, develop new initiatives, foster, and advance partnerships.

Bring your knowledge and innovation to this role,

Direct the operational functions of Region 5\'s four Wildlife Areas that encompass approximately 53,000 acres and over 100 Water Access Sites which are managed for fish and wildlife habitat, hunting, fishing, boating, and other recreation.

Responsible for tactical and strategic planning regarding sometimes controversial wildlife management issues,

You will make decisions that influence the quality and quantity of fish and wildlife resources of the state, with direct impacts on resource/recreation based local businesses, and tourism within Region 5.

Motivate and provide leadership and vision for staff,

Guide all staff engaged in habitat and recreation management on wildlife areas and water access areas - mentor responsive staff to fill future leadership needs.

Thrive on building collaboration and teamwork,

Represent the agency when interfacing with the public, non-government organizations, legislators, Tribal managers, and other state, federal, and local governments.

Some of what you will do as our Assistant Regional Wildlife Program Manager,

Leadership and supervision of staff in Region 5:

  • Communicates policy goals and directions and explains production goals to all staff to ensure understanding and compliance.
  • Mentors, coaches, and evaluates performance of all land management staff, including developing vision, priorities, performance standards, goals, and expectations.
Budget management:
  • Works collaboratively with Lands Division budget staff and funding entities in drafting initial budgets for the wildlife and water access areas for submission to the Lands Division and the funding entity for approval.
  • Monitors current and projects future expenditures to comply with the approved budget.
Managing Operation and Maintenance of Wildlife and Water Access Areas:
  • Is the Region 5 lead in development, implementation, monitoring, and evaluation of wildlife and water access area plans and projects in close association with the funding entities, WDFW regional and headquarters staff, other partners, and members of the Wildlife Area Advisory Committees.
Long-term, strategic planning:
  • Engages and collaborates with agency staff and funding entity, external parties, and constituents to form strategic plans and priorities.
  • Compiles and analyzes information related to wildlife and access areas operations, from a variety of sources, forms conclusions, and communicates recommendations to the supervisor.
Operational and administrative compliance:
  • Monitors and engages with daily work activities of all wildlife and access areas staff to ensure the highest priority work items are being accomplished. Directs staff regarding compliance with permits, policies, rules, regulations, union contracts, and procedures.
  • Provides input to develop or modify operational plans, rules, and policies, to adapt and respond to change.
Internal and external constituent communication and coordination:
  • Communicates orally and in written documents, agency and Wildlife Program goals, policies, procedures to staff and interested parties (e.g., co-managers, stakeholders, agencies, regulatory entities, etc.).
  • Represents the agency in technical or policy forums, and other public settings.
WORKING CONDITIONS:
  • Work Setting, including hazards:
  • Primarily office work - 95% of the work is performed at meetings conducting general management and coordination activities or in the office.
  • Occasional field work - 5% is spent in rough weather conditions, traveling throughout the region, or participating in evening meetings.
  • Schedule:
  • Monday - Friday - 8:00 a.m. to 5:00 p.m.
  • May be expected to adjust the work schedule/work additional hours to meet business needs.
  • Evening and weekend work including attending occasional nighttime meetings will be required.
  • Travel Requirements:
  • Travel throughout Region 5 and across the state is required - approximately 30% - this includes periods of overnight travel.
Qualifications

REQUIRED QUALIFICATIONS:
  • A Bachelor\'s degree in fisheries, wildlife management, natural resource science, or environmental science.
AND
  • Five (5) years of professional experience in wildlife management or wildlife research, habitat management or habitat research, or fish management or fish research.
Experience:
  • Progressive management experience with appropriate skills for managing professional staff.
  • Demonstrated experience in advanced principals of management including staff supervision and leadership, conflict resolution, personnel and merit system rules and regulations, collective bargaining agreements, cultural diversity, policy analysis development and implementation, and budget development and expenditures.
Competencies:
  • Proven leadership skills that model the way, inspire a shared vision, and enable others to act.
Please Note:
  • Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
  • A Master\'s degree in the applicable science will substitute for one (1) year of the required experience.
  • A Ph.D. in the applicable science will substitute for two (2) years of the required experience.
Certifications/Licenses:
  • A Valid Driver\'s License.
PREFERRED QUALIFICATIONS:

Experience:
  • Working collaboratively with Tribal entities.
  • Experience with planning and public policy formulation.
  • A working understanding of conservation focused habitat restoration, fish passage, and water rights issues.
  • Preparing and presenting effective grant and funding requests.
Knowledge of:
  • Principals of natural resource and land management.
  • Budget development and management.
  • State and federal conservation laws.
  • Wildlife and ecological processes pertinent to the Northwest.
Competencies:
  • Demonstrated leadership abilities in the areas of conservation planning.
  • Demonstrated effective verbal and written communication skills, and ability to build effective partnerships and work groups.
